【摘要】：水土保持和水生態(tài)文明建設(shè)是國(guó)家生態(tài)文明建設(shè)的重要組成部分,加強(qiáng)與水有關(guān)的生態(tài)建設(shè)也是水利部新時(shí)期改革發(fā)展的新要求。為正確認(rèn)識(shí)和處理新時(shí)期水土保持與水生態(tài)文明的關(guān)系,充分發(fā)揮水土保持在水生態(tài)文明建設(shè)中的作用,本文通過(guò)對(duì)水土保持與水生態(tài)文明概念、內(nèi)涵的闡述,分析了水土保持與水生態(tài)文明的區(qū)別與聯(lián)系,明確了水生態(tài)文明建設(shè)中水土保持核心內(nèi)容:一是水土保持功能的維護(hù)和提高,二是水土保持功能的保護(hù)與恢復(fù)。進(jìn)一步討論了生態(tài)文明規(guī)劃中水土保持專(zhuān)題規(guī)劃的關(guān)鍵技術(shù)與重點(diǎn)內(nèi)容,提出水土保持專(zhuān)題規(guī)劃應(yīng)著力于為水生態(tài)文明建設(shè)創(chuàng)造良好水土與植被條件,達(dá)到維護(hù)和提高區(qū)域水土保持功能,特別是達(dá)到水源涵養(yǎng)、水質(zhì)維護(hù)、土壤保持、攔沙減沙的目的。
[Abstract]:Soil and water conservation and water ecological civilization construction is an important part of the national ecological civilization construction, and strengthening the water related ecological construction is also a new requirement for the reform and development of the Ministry of Water Resources in the new period. In order to correctly understand and deal with the relationship between soil and water conservation and water ecological civilization in the new period and give full play to the role of soil and water conservation in the construction of water ecological civilization, this paper expounds the concept and connotation of soil and water conservation and water ecological civilization. The differences and relations between soil and water conservation and water ecological civilization are analyzed, and the core contents of water and soil conservation in the construction of water ecological civilization are defined: first, the maintenance and improvement of soil and water conservation function, and secondly, the protection and restoration of water and soil conservation function. The key technology and key content of soil and water conservation thematic planning in ecological civilization planning are further discussed, and it is proposed that the special planning of soil and water conservation should focus on creating good soil, water and vegetation conditions for the construction of water ecological civilization. The purpose of maintaining and improving regional soil and water conservation function, especially water conservation, water quality maintenance, soil conservation, sediment retention and sediment reduction, has been achieved.
