【摘要】：正2016年的中央1號文件已明確提出,要"研究國家重大工程建設(shè)補(bǔ)充耕地由國家統(tǒng)籌的具體辦法。"經(jīng)過一年多的深入研究,2017年中央4號文件終于明確提出,在"嚴(yán)格程序、規(guī)范運作"的基本原則下,規(guī)范省域內(nèi)耕地調(diào)劑占補(bǔ)的基本要求和主體責(zé)任,探索分類實施補(bǔ)充耕地的國家統(tǒng)籌,以確保補(bǔ)充耕地取得實效。這是一個解決實際問題的重大決策�？傮w來講,有針對性地實施國家統(tǒng)籌
[Abstract]:The first document of the Central Committee in 2016 has clearly proposed to "study the specific measures for supplementing cultivated land for the construction of major national projects by the state as a whole."
