基于脫鉤理論的城市化水平與耕地安全水平的近程耦合關(guān)系研究

【摘要】:當(dāng)前我國(guó)快速城市化推進(jìn)對(duì)半城市化、農(nóng)村等近程區(qū)域分布的耕地產(chǎn)生直接、強(qiáng)烈的影響,也對(duì)耕地安全造成強(qiáng)大的脅迫效應(yīng)。為此,構(gòu)建城市化-耕地安全綜合評(píng)價(jià)指標(biāo)體系,分別計(jì)算城市化指數(shù)和耕地安全脅迫指數(shù),并基于脫鉤理論方法對(duì)城市化水平與耕地安全水平的近程耦合關(guān)系進(jìn)行量化分析。以江蘇省連云港市為例,定量分析2000—2014年間其城市化水平與耕地安全的脫鉤-耦合關(guān)系及耕地安全對(duì)城市化進(jìn)程的響應(yīng)程度。結(jié)果表明,2000—2014年間,連云港市城市化指數(shù)持續(xù)增高,耕地安全脅迫指數(shù)波動(dòng)降低;2000—2007年為強(qiáng)脫鉤、弱脫鉤、擴(kuò)張負(fù)脫鉤及擴(kuò)張脫鉤的波動(dòng)狀態(tài);2008—2014年呈更加強(qiáng)烈的波動(dòng)狀態(tài),包括2008—2012年的強(qiáng)脫鉤和2013年的擴(kuò)張負(fù)脫鉤狀態(tài),這反映出區(qū)域發(fā)展規(guī)劃、土地利用規(guī)劃和城市總體規(guī)劃的實(shí)施對(duì)這一典型近程耦合系統(tǒng)產(chǎn)生了較大影響。研究期內(nèi)連云港市城市化水平大幅提高,耕地安全所受脅迫程度不斷降低,兩者雖總體呈強(qiáng)脫鉤關(guān)系,但仍需注意近程耦合結(jié)果波動(dòng)性較大所揭示的不確定性問題,需要謹(jǐn)慎權(quán)衡城市化相關(guān)政策對(duì)耕地安全的影響。與過去的宏觀、單一指標(biāo)模型相比,基于近程耦合關(guān)系提出的多指標(biāo)脫鉤-耦合模型更具綜合性,能更加全面、精細(xì)化分析快速城市化進(jìn)程與耕地安全保護(hù)之間的復(fù)雜關(guān)系,為半城市化地區(qū)景觀安全格局評(píng)估提供支撐,為城市化與耕地保護(hù)之間的協(xié)調(diào)發(fā)展提供決策支持。
[Abstract]:At present, the rapid urbanization of our country promotes semi-urbanization, and the distribution of cultivated land in rural areas and other short-range areas has a direct and strong impact, which also has a strong coercive effect on the security of cultivated land. Therefore, a comprehensive evaluation index system of urbanization-cultivated land security is constructed, the urbanization index and cultivated land security stress index are calculated, and the short-range coupling relationship between urbanization level and cultivated land security level is analyzed quantitatively based on decoupling theory. Taking Lianyungang City, Jiangsu Province as an example, the decoupling coupling relationship between urbanization level and cultivated land security and the degree of response of cultivated land security to urbanization process from 2000 to 2014 were quantitatively analyzed. The results showed that the urbanization index of Lianyungang City continued to increase from 2000 to 2014, and the fluctuation of cultivated land security stress index decreased. From 2000 to 2007, it was strong decoupling and weak decoupling. The volatility of expansion negative decoupling and expansion decoupling is more volatile in 2008-2014, including strong decoupling in 2008-2012 and negative decoupling in 2013, reflecting regional development planning, The implementation of land use planning and urban master planning has a great impact on this typical short-range coupling system. During the research period, the urbanization level of Lianyungang City has been greatly improved, and the degree of stress on cultivated land safety has been continuously reduced. Although the relationship between them is generally strong decoupling, we still need to pay attention to the uncertainty problems revealed by the volatility of short-range coupling results. The impact of urbanization related policies on cultivated land security needs to be carefully weighed. Compared with the previous macro and single index model, the multi-index decoupling model based on the short-range coupling relationship is more comprehensive and more comprehensive, and it can be used to analyze the complex relationship between the rapid urbanization process and the safety and protection of cultivated land. It provides support for evaluation of landscape security pattern in semi-urbanized areas and decision support for coordinated development between urbanization and cultivated land protection.
