【摘要】：2014年中央一號(hào)文件正式提出“三權(quán)分離”,在落實(shí)農(nóng)村土地集體所有權(quán)的基礎(chǔ)上,穩(wěn)定農(nóng)戶(hù)承包權(quán)、放活土地經(jīng)營(yíng)權(quán),鼓勵(lì)有條件的農(nóng)戶(hù)流轉(zhuǎn)承包土地的經(jīng)營(yíng)權(quán)。這是我國(guó)首次以政府文件的形式提出“三權(quán)分離”這一理論,從農(nóng)村基礎(chǔ)土地制度和法治建設(shè)層面對(duì)“三權(quán)分離”進(jìn)行了深度研究。在此背景下,農(nóng)村土地流轉(zhuǎn)市場(chǎng)進(jìn)入了快速發(fā)展時(shí)期。但由于我國(guó)目前農(nóng)村土地流轉(zhuǎn)市場(chǎng)尚不完善,在土地流轉(zhuǎn)中缺少有效的審核和監(jiān)管,造成農(nóng)村耕地非農(nóng)化,對(duì)我國(guó)糧食安全造成威脅。本文以山東省為例,以1999-2015年數(shù)據(jù)為基礎(chǔ),對(duì)山東省耕地非農(nóng)化進(jìn)行研究,首先,本文著重介紹了山東省耕地非農(nóng)化的現(xiàn)實(shí)情況。在經(jīng)濟(jì)發(fā)展、城市化進(jìn)程加快的背景下,山東省城市建設(shè)用地、工業(yè)用地等導(dǎo)致的耕地非農(nóng)化現(xiàn)象嚴(yán)重,不利于耕地面積和糧食產(chǎn)量的穩(wěn)定。其次,從經(jīng)濟(jì)學(xué)角度分析了耕地非農(nóng)化的原因及防范措施,從經(jīng)濟(jì)學(xué)角度對(duì)防止耕地非農(nóng)化提供借鑒。再次,本文對(duì)山東省的土地資源進(jìn)行了概述,引入山東省耕地非農(nóng)化的現(xiàn)狀,并在時(shí)間和空間兩方面對(duì)山東省非農(nóng)化特征進(jìn)行論證。之后通過(guò)多元回歸模型對(duì)山東省耕地非農(nóng)化影響因素進(jìn)行驗(yàn)證,分析了山東省土地流轉(zhuǎn)中耕地非農(nóng)化的原因。最后,根據(jù)實(shí)證分析結(jié)果提出防止耕地非農(nóng)化對(duì)策,為我國(guó)防治非農(nóng)化耕地提供借鑒。
[Abstract]:The "separation of three powers" was formally put forward in the first document of the Central Committee in 2014. On the basis of carrying out the collective ownership of rural land, the farmers' right to contract was stabilized, the right of land management was released, and the qualified farmers were encouraged to transfer the management right of contracted land. This is the first time in China to put forward the theory of "separation of three powers" in the form of government documents, and make a deep research on the separation of three rights from the aspects of the rural basic land system and the construction of the rule of law. In this context, the rural land transfer market has entered a period of rapid development. However, the rural land circulation market in our country is not perfect at present, the lack of effective examination and supervision in the land circulation, causes the rural cultivated land to be non-agricultural, and poses the threat to the food security of our country. Taking Shandong Province as an example, based on the data from 1999 to 2015, this paper studies the non-agricultural conversion of cultivated land in Shandong Province. Firstly, this paper mainly introduces the reality of cultivated land non-agricultural in Shandong Province. Under the background of economic development and acceleration of urbanization, the phenomenon of cultivated land non-agricultural caused by urban construction land and industrial land in Shandong Province is serious, which is not conducive to the stability of cultivated land area and grain yield. Secondly, the paper analyzes the reasons and preventive measures of non-agricultural conversion of cultivated land from the angle of economics, and provides reference for preventing non-agricultural conversion of cultivated land from the angle of economics. Thirdly, this paper summarizes the land resources of Shandong Province, introduces the current situation of cultivated land non-agricultural in Shandong Province, and demonstrates the characteristics of non-agricultural land in Shandong Province in terms of time and space. Then through the multiple regression model to verify the influencing factors of cultivated land non-agricultural in Shandong Province, and analyze the reasons of non-agricultural conversion of cultivated land in Shandong Province. Finally, according to the results of empirical analysis, the countermeasures of preventing non-agricultural cultivated land are put forward, which can be used as reference for preventing and controlling non-agricultural cultivated land in China.
