【摘要】：畜禽養(yǎng)殖禁養(yǎng)區(qū)劃定是優(yōu)化畜禽養(yǎng)殖業(yè)空間布局和保護生態(tài)環(huán)境的重要舉措。從禁養(yǎng)區(qū)劃定依據(jù)和劃定歷史2個方面總結(jié)我國畜禽養(yǎng)殖禁養(yǎng)區(qū)劃分情況,對比分析了"水十條"后時期各地區(qū)禁養(yǎng)方案中禁養(yǎng)范圍的差異性,進一步系統(tǒng)分析了部分禁養(yǎng)區(qū)劃定中存在的問題,主要有:(1)禁養(yǎng)區(qū)畜種及養(yǎng)殖場規(guī)模界定模糊;(2)禁養(yǎng)區(qū)范圍設(shè)置不合理,起始邊界描述不明確;(3)禁養(yǎng)區(qū)考慮的環(huán)境要素尚不統(tǒng)一。最后,提出了畜禽養(yǎng)殖禁養(yǎng)區(qū)劃定方案的編制建議,以期為管理部門開展畜禽養(yǎng)殖禁養(yǎng)區(qū)方案劃定工作提供參考。
[Abstract]:It is an important measure to optimize the spatial distribution of livestock and poultry breeding and to protect the ecological environment. From the two aspects of the basis and history of the delineation of the forbidden areas, the division of the forbidden areas for livestock and poultry breeding in China is summarized. This paper compares and analyzes the differences in the scope of prohibition of cultivation in different regions during the period after the "Ten articles of Water", and further systematically analyzes the problems existing in the delineation of part of the forbidden areas. The main ones are: 1) the scope of the forbidden area is not reasonable, and the description of the initial boundary is not clear. 3) the environmental factors considered in the forbidden area are not uniform. Finally, In order to provide a reference for the management department to draw up the plan of no raising area for livestock and poultry breeding, this paper puts forward some suggestions for drawing up a plan for the division of prohibition of livestock and poultry breeding.
