【摘要】："非糧化"即農(nóng)戶將原本用于種植糧食作物的耕地轉(zhuǎn)為種植經(jīng)濟(jì)作物或其他非糧作物。"非糧化"影響糧食播種面積、降低土壤肥力、產(chǎn)生負(fù)面輻射,從而對(duì)糧食安全造成潛在威脅,"非糧化"的成因涉及經(jīng)濟(jì)、政策、社會(huì)、自然等多個(gè)方面。因此,應(yīng)對(duì)"非糧化"問題,應(yīng)綜合運(yùn)用經(jīng)濟(jì)、行政、法律等多種手段,通過(guò)建立預(yù)警機(jī)制、細(xì)劃糧食功能區(qū)、建立"非糧權(quán)"交易,采取精準(zhǔn)補(bǔ)貼等差異化的措施進(jìn)行防控。
[Abstract]:"Non-grain conversion" means that farmers convert cultivated land originally used to grow food crops into cash crops or other non-grain crops. "Non-grain conversion" affects grain sown area, reduces soil fertility, and generates negative radiation. As a result, there is a potential threat to food security, and the causes of "non-grain conversion" involve many aspects, such as economy, policy, society, nature and so on. Therefore, to deal with the problem of "non-grain production", we should comprehensively use economic, administrative, legal and other means. Through the establishment of early warning mechanism, the detailed delineation of functional areas of grain, the establishment of "non-grain rights" trading, the adoption of precision subsidies and other differentiated measures to prevent and control.
