【摘要】：大量文獻(xiàn)研究表明,現(xiàn)有耕地保護(hù)制度的實(shí)施績效低下,耕地保護(hù)制度對保護(hù)耕地?cái)?shù)量有一定成效,但在保護(hù)耕地質(zhì)量與生態(tài)上績效低,特別是耕地總量動態(tài)平衡制度甚至是導(dǎo)致耕地質(zhì)量下降、生態(tài)環(huán)境惡化的誘因,對于耕地保護(hù)制度的優(yōu)化應(yīng)合理界定政府與市場在農(nóng)地非農(nóng)化、土地配置中的邊界。當(dāng)前對耕地保護(hù)制度實(shí)施績效的研究不足在于,一是對中國耕地保護(hù)制度的質(zhì)量、生態(tài)保護(hù)績效的研究較少,二是基于農(nóng)村基層調(diào)查的文獻(xiàn)較少,三是開展區(qū)域性差異的研究不足,四是通過深度訪談、案例分析和問卷調(diào)查的形式對耕地保護(hù)制度實(shí)施績效進(jìn)行研究的文獻(xiàn)較少。未來研究應(yīng)重點(diǎn)關(guān)注:地方政府在耕地保護(hù)制度實(shí)施過程中的策略選擇;從數(shù)量、質(zhì)量、生態(tài)協(xié)調(diào)視角評價(jià)中國耕地保護(hù)制度的實(shí)施績效;中國耕地保護(hù)的經(jīng)濟(jì)社會代價(jià);合理界定耕地保護(hù)中政府與市場的邊界。
[Abstract]:A large number of literature studies show that the implementation performance of the existing cultivated land protection system is low, the cultivated land protection system has some effect on the protection of cultivated land quantity, but in the protection of cultivated land quality and ecological performance is low. Especially, the dynamic balance system of total cultivated land even leads to the decline of cultivated land quality and the deterioration of ecological environment. The optimization of cultivated land protection system should reasonably define the conversion of farmland between the government and the market. The current research on the performance of cultivated land protection system lies in: first, less research on the quality of cultivated land protection system, less research on ecological protection performance, and second, less research on the literature based on rural grass-roots investigation. The third is the lack of research on regional differences, and the fourth is through in-depth interviews. In the form of case analysis and questionnaire survey, there are few documents to study the implementation performance of cultivated land protection system. The future research should focus on: the strategy choice of local government in the process of implementation of cultivated land protection system, the quantity, quality, and quality of cultivated land protection system. This paper evaluates the implementation performance of cultivated land protection system in China from the perspective of ecological coordination, the economic and social costs of cultivated land protection in China, and reasonably defines the boundary between government and market in cultivated land protection.
