煤塵爆炸事故救援任務(wù)模塊化研究

【摘要】：為了解決煤塵爆炸事故應(yīng)急處置中存在的救援任務(wù)混亂、交叉重疊等問題,基于模塊化相關(guān)理論的視角,提出將模塊化思想運用到煤礦事故的救援任務(wù)中,把具有相近業(yè)務(wù)需求的救援任務(wù)歸為同一任務(wù)模塊,并為各個救援任務(wù)模塊匹配相應(yīng)的主責(zé)單位。通過對七臺河?xùn)|風(fēng)煤礦"11.27"煤塵爆炸事故的救援全過程進行回顧、還原,梳理出該事故在事發(fā)初始應(yīng)對、全面應(yīng)對、擴大應(yīng)急等應(yīng)急階段的救援任務(wù),對救援任務(wù)進行模塊化處理,使救援任務(wù)進一步系統(tǒng)化、規(guī)范化,以期達到"救援成本最小化"和"救援效果最大化"。本研究有助于提升煤礦企業(yè)煤礦事故的應(yīng)急處置水平和實戰(zhàn)能力,為同類型煤礦事故的應(yīng)急救援提供參考。
[Abstract]:In order to solve the problems existing in the emergency disposal of coal dust explosion, such as the confusion and overlapping of rescue tasks, based on the perspective of modularization theory, the idea of modularization is proposed to be applied to the rescue task of coal mine accidents. The rescue tasks with similar business requirements are classified into the same task module, and the corresponding units of responsibility are matched for each rescue task module. Through reviewing and restoring the whole rescue process of the "11.27" coal dust explosion accident in Qitaihe Dongfeng Coal Mine, this paper combs out the rescue tasks in the emergency stage, such as the initial response to the accident, the overall response, and the expansion of emergency response. In order to minimize the cost of rescue and maximize the effect of rescue, the rescue mission is further systematized and standardized by modularizing the rescue mission in order to achieve the goal of "minimizing rescue cost" and "maximizing rescue effect". This research is helpful to improve the emergency management level and actual combat ability of coal mine accidents in coal mine enterprises, and to provide reference for emergency rescue of the same type of coal mine accidents.
