【摘要】：眾所周知,煤炭生產(chǎn)是高風(fēng)險行業(yè),中小型煤礦安全事故問題是其主要弊端,人民群眾的財產(chǎn)及生命安全受到威脅。因此,怎樣降低死亡率,對工作場所安全性予以保障,成為現(xiàn)階段煤礦安全生產(chǎn)監(jiān)管首需解決的問題。然而,對于煤礦安全生產(chǎn)監(jiān)督過程來說,受到中小型煤礦所處的社會、經(jīng)濟環(huán)境等因素變化影響,監(jiān)制效果存在一定的復(fù)雜性,因此,中小型煤礦安全監(jiān)察體系構(gòu)建顯得格外難以實現(xiàn)。出于對事故進行規(guī)避,提高臨汾市中小煤礦安全生產(chǎn)監(jiān)管水平的考量,本文對臨汾中小煤礦安全生產(chǎn)監(jiān)管體系現(xiàn)狀及存在問題實行了研究。第一步,在安全統(tǒng)計學(xué)、現(xiàn)代煤炭企業(yè)安全管理理論以及控制理論基礎(chǔ)之上,對國內(nèi)、國外有關(guān)煤礦安全生產(chǎn)監(jiān)督管理的方式及經(jīng)驗進行了參考和學(xué)習(xí),通過對專家權(quán)威依據(jù)與結(jié)論的應(yīng)用,實現(xiàn)了煤礦安全監(jiān)督管理理論的綜述。其次,通過對臨汾中小煤礦安全生產(chǎn)監(jiān)管的實際調(diào)研,借鑒“3E”理論對臨汾中小煤礦安全生產(chǎn)監(jiān)管的技術(shù)、教育和管理現(xiàn)狀進行了分析,歸納了臨汾中小煤礦安全監(jiān)督管理現(xiàn)存問題,例如政府監(jiān)管主體責(zé)任落實欠缺、礦井生產(chǎn)技術(shù)滯后以及較差的煤礦安全性基礎(chǔ)工作管理力度等等,并分析了問題產(chǎn)生的原因;通過調(diào)研、文獻梳理和魚刺圖分析,明確了臨汾中小煤礦安全監(jiān)管的主要影響因素;在此基礎(chǔ)上,提出了臨汾中小煤礦安全生產(chǎn)監(jiān)管體系的改進方案。最后闡述了臨汾中小煤礦安全監(jiān)管的對策和建議。包括轉(zhuǎn)變政府角色,培育高素質(zhì)的執(zhí)法隊伍,恰當(dāng)?shù)貙嵤┌踩O(jiān)管,通過對社會第三方監(jiān)管力量及曠工力量的充分發(fā)揮,實現(xiàn)煤礦安全全面性監(jiān)管機制的創(chuàng)建,并優(yōu)化現(xiàn)存監(jiān)管方式,以此對臨汾市中小煤礦安全監(jiān)管體制的改進和發(fā)展予以推動。
[Abstract]:As we all know, coal production is a high-risk industry, small and medium-sized coal mine safety accident is its main malpractice, people's property and life safety is threatened. Therefore, how to reduce the mortality rate and ensure the safety of the workplace has become the first problem to be solved in the supervision of coal mine production safety. However, for the process of coal mine safety supervision, the effect of supervision is complicated because of the changes of social and economic environment in small and medium-sized coal mines. The construction of small and medium-sized coal mine safety supervision system is particularly difficult to achieve. In order to avoid accidents and improve the level of safety supervision in Linfen medium and small coal mines, the present situation and existing problems of safety supervision system in Linfen medium and small coal mines are studied in this paper. The first step, on the basis of safety statistics, modern coal enterprise safety management theory and control theory, has carried on the reference and the study to the domestic and the foreign related coal mine safety production supervision management way and the experience. Through the application of expert authority and conclusion, the theory of coal mine safety supervision and management is summarized. Secondly, through the actual investigation and investigation on the safety production supervision in Linfen medium and small coal mines, the paper analyzes the present situation of safety production supervision, education and management in Linfen medium and small coal mines by referring to the "3e" theory. This paper summarizes the existing problems of safety supervision and management in Linfen medium and small coal mines, such as the lack of the responsibility of the main body of government supervision, the lag of mine production technology and the poor management of the basic work of coal mine safety, and analyzes the causes of the problems. Through investigation, literature review and fish-prickly map analysis, the main influencing factors of safety supervision in Linfen medium and small coal mines are clarified, and on the basis of this, the improvement scheme of safety production supervision system in Linfen medium and small coal mines is put forward. Finally, the countermeasures and suggestions of safety supervision in Linfen medium and small coal mines are expounded. Including changing the role of the government, cultivating a high-quality law enforcement team, properly implementing safety supervision, and realizing the establishment of a comprehensive supervision mechanism for coal mine safety by giving full play to the third party supervision and absenteeism forces in the society. And optimize the existing supervision mode, so as to promote the improvement and development of the small and medium-sized coal mine safety supervision system in Linfen City.
