【摘要】：金屬礦產(chǎn)開發(fā)是涉及各個利益主體矛盾沖突及生態(tài)安全的復雜社會系統(tǒng)工程,而生態(tài)補償是協(xié)調(diào)各方利益均衡和保障生態(tài)安全的有效的制度解,基于該背景本文在礦產(chǎn)資源領域生態(tài)文明體制構建條件下,探究金屬礦產(chǎn)開發(fā)生態(tài)補償利益均衡問題。即基于金屬礦產(chǎn)開發(fā)過程中涉及的中央政府、地方政府、當?shù)仄髽I(yè)和當?shù)鼐用窭嬷黧w的復雜利益訴求,在考慮社會強互惠群體存在的基礎下,運用演化博弈論的方法分析關聯(lián)主體在博弈過程中的利益均衡及補償策略動態(tài)演化過程,得出為達到社會所期望的均衡結(jié)果所需的條件。為了驗證該均衡所需的條件,以存在復雜利益訴求的典型的德興銅礦為案例展開實證分析,即運用生態(tài)價值當量法、修正的人力資本法、醫(yī)療費用法、市場價值法、替代法、機會成本法、影子價格法和現(xiàn)代空間信息技術對相關參數(shù)估值和使用統(tǒng)計數(shù)據(jù)進行數(shù)據(jù)測算,并將得到的數(shù)值用Matlab軟件進行數(shù)值模擬,比較分析德興銅礦各利益主體的真實均衡與期望均衡的一致性結(jié)果。針對此結(jié)果與達到均衡的條件提出相應的生態(tài)補償對策,進一步驗證本文提出的模型與生態(tài)補償利益主體的均衡條件是具有普適性和擴展意義的。
[Abstract]:The development of metal minerals is a complex social system project involving the contradictions and conflicts of various stakeholders and ecological security, and ecological compensation is an effective institutional solution to coordinate the balance of interests of all parties and to ensure ecological security. Based on this background, this paper probes into the balance of ecological compensation benefits in the field of mineral resources under the condition of constructing ecological civilization system in the field of mineral resources. That is, based on the complex interests of the central government, local governments, local enterprises and local residents involved in the development of metal minerals, and on the basis of considering the existence of strong and mutually beneficial groups in society, The evolutionary game theory is used to analyze the dynamic evolution process of interest equilibrium and compensation strategy in the process of game, and the conditions needed to achieve the desired equilibrium results are obtained. In order to verify the necessary conditions of the equilibrium, the case study of Dexing Copper Mine, which has complex interest demands, is carried out, namely, using the ecological value equivalent method, the revised human capital method, the medical cost method, the market value method and the substitution method. The opportunity cost method, shadow price method and modern spatial information technology are used to estimate the relevant parameters and use statistical data, and the resulting values are simulated with Matlab software. This paper compares and analyzes the consistent results of the real equilibrium and expected equilibrium of various stakeholders in Dexing Copper Mine. In view of the result and the condition of achieving equilibrium, the corresponding ecological compensation countermeasures are put forward, and it is further verified that the proposed model and the equilibrium condition of the benefit subject of ecological compensation are of universal and extended significance.
