煤礦險(xiǎn)兆事件管理模式研究

【摘要】:安全管理是煤礦管理工作的重要組成部分,險(xiǎn)兆事件因產(chǎn)生的后果影響小,易被忽視,且險(xiǎn)兆事件管理不成熟。因此,研究煤礦險(xiǎn)兆事件管理模式,有利于為煤礦險(xiǎn)兆事件管理提供理論指導(dǎo)。首先,運(yùn)用霍爾三維結(jié)構(gòu)理論,以管理對(duì)象、管理程序、知識(shí)技能為維度,提出了煤礦險(xiǎn)兆事件霍爾三維模型,從微觀層面開(kāi)展險(xiǎn)兆事件日常管理。其中,采用文獻(xiàn)綜述方法,確定程序維的8個(gè)尺度因素和對(duì)象維的4個(gè)尺度因素;運(yùn)用SPSS20.0對(duì)問(wèn)卷數(shù)據(jù)進(jìn)行探索性因子分析,確定知識(shí)技能維的8個(gè)尺度因素。此外,煤礦險(xiǎn)兆事件霍爾三維模型以RDF循環(huán)作為運(yùn)行機(jī)制,在該模型基礎(chǔ)上增加時(shí)間維,形成四維的煤礦險(xiǎn)兆事件管理模式。隨后,針對(duì)險(xiǎn)兆事件管理模式的實(shí)際操作與應(yīng)用,本文以綜采工作面為例,按險(xiǎn)兆事件類(lèi)別分析相關(guān)辨識(shí)方法,以及上報(bào)、措施、整改、反饋等管理程序。其次,構(gòu)建煤礦險(xiǎn)兆事件管理模糊綜合評(píng)價(jià)模型。其中,根據(jù)霍爾三維模型,建立3類(lèi)20個(gè)因素的煤礦險(xiǎn)兆事件管理評(píng)價(jià)指標(biāo)體系。采用德?tīng)柗茊?wèn)卷的方式取得模糊評(píng)判指標(biāo)的隸屬度,運(yùn)用AHP層次分析法確定各評(píng)價(jià)指標(biāo)權(quán)重,利用多級(jí)模糊綜合評(píng)價(jià)法得出評(píng)價(jià)結(jié)論。結(jié)果表明,該模糊綜合評(píng)價(jià)模型具有可靠性與實(shí)用性,對(duì)于煤礦險(xiǎn)兆事件管理具有重要意義。煤礦險(xiǎn)兆事件管理模式研究,既有利于充實(shí)煤礦險(xiǎn)兆事件管理理論,又符合當(dāng)前風(fēng)險(xiǎn)與隱患雙體系建設(shè)的安全管理發(fā)展趨勢(shì)。
[Abstract]:Safety management is an important part of coal mine management. Therefore, studying the management mode of coal mine risk precursor event is beneficial to provide theoretical guidance for coal mine risk precursor event management. Firstly, using Hall three-dimensional structure theory, taking the management object, management procedure, knowledge and skill as the dimension, this paper puts forward the Hall three-dimensional model of coal mine risk precursor event, and carries out the daily management of the risk and precursor event from the micro level. Among them, eight scale factors of program dimension and four scale factors of object dimension are determined by the method of literature review, and the eight scale factors of knowledge and skill dimension are determined by exploratory factor analysis of questionnaire data with SPSS20.0. In addition, the RDF cycle is taken as the operating mechanism in the Hall three-dimensional model of coal mine risk precursor event. Based on the model, the time dimension is added to form a four-dimensional management model of coal mine risk precursor event. Then, in view of the actual operation and application of the management mode of risk and precursor events, this paper takes fully mechanized mining face as an example, analyzes the relevant identification methods according to the category of dangerous and precursor events, as well as the management procedures such as reporting, measures, rectification, feedback and so on. Secondly, the fuzzy comprehensive evaluation model of coal mine risk management is constructed. According to the three dimensional model of Hall, the evaluation index system of 3 kinds of 20 factors for the management of coal mine dangerous events is established. The membership degree of fuzzy evaluation index is obtained by Delphi questionnaire, the weight of each evaluation index is determined by AHP, and the evaluation conclusion is obtained by multistage fuzzy comprehensive evaluation method. The results show that the fuzzy comprehensive evaluation model has reliability and practicability, and it is of great significance for coal mine risk management. The study on the management mode of coal mine risk omen event is not only beneficial to enrich the theory of coal mine risk management, but also in line with the development trend of safety management in the current dual system construction of risk and hidden danger.
