【摘要】：沿著“一帶一路”,中國(guó)地勘企業(yè)如何更好地走出去,是迫切需要研究的問(wèn)題。新疆處于“一帶一路”的核心區(qū),其在境外礦產(chǎn)資源勘查開(kāi)發(fā)方面的經(jīng)驗(yàn)具有很強(qiáng)的示范性。本文首先概述了新疆在境外特別是“一帶一路”國(guó)家開(kāi)展境外勘查開(kāi)發(fā)的基本情況,總結(jié)出其地質(zhì)勘查開(kāi)發(fā)項(xiàng)目具有區(qū)域比較集中、投資形式多樣化以及以民營(yíng)企業(yè)為主等方面的特點(diǎn),提出了境外勘查開(kāi)發(fā)投資在政策法規(guī)、基礎(chǔ)設(shè)施、礦業(yè)融資體制、信息資料獲取等方面存在的問(wèn)題,從文化差異、體制機(jī)制等方面分析了產(chǎn)生投資問(wèn)題的原因,在此基礎(chǔ)上,有針對(duì)性地提出了具有操作性的相關(guān)建議。
[Abstract]:Along with "Belt and Road", it is urgent to study how to go out better for geological prospecting enterprises in China. Xinjiang is located in the core area of "Belt and Road", and its experience in exploration and development of mineral resources abroad has strong demonstration. This paper first summarizes the basic situation of Xinjiang's overseas exploration and development, especially in the "Belt and Road" countries, and concludes that its geological exploration and development projects have regional concentration. Based on the diversification of investment forms and the characteristics of private enterprises, the paper puts forward the problems existing in the policies and regulations, infrastructure, mining financing system, information and data acquisition of overseas exploration and development investment, from the cultural differences. On the basis of analyzing the causes of investment problems in institutional mechanism and other aspects, this paper puts forward some operable suggestions.
