【摘要】：基于中國能源資源稟賦、環(huán)境約束以及百姓消費能力等方面的基本國情,分析了中國在經(jīng)濟持續(xù)增長、淘汰落后產(chǎn)能、電代散燒煤取暖、信息技術等新興產(chǎn)業(yè)發(fā)展背景下的用電需求,提出了發(fā)展清潔煤電既是中國能源清潔綠色發(fā)展的當務之急,也是對于擁有"煤炭—鐵路—港口—航運—發(fā)電"產(chǎn)業(yè)鏈的綜合能源企業(yè),拉動其產(chǎn)業(yè)鏈整體產(chǎn)能、實現(xiàn)國有資產(chǎn)保值增值的重要舉措。中國作為全球第一大能源生產(chǎn)國和消費國,在解放和發(fā)展社會生產(chǎn)力,全面建成小康社會的偉大征程中,積極發(fā)展"百姓用得起、利用清潔化、安全有保障"的清潔煤電具有重要的現(xiàn)實意義。
[Abstract]:Based on the basic national conditions of China's energy resource endowment, environmental constraints and people's consumption ability, this paper analyzes China's sustained economic growth, the elimination of backward production capacity, and the use of electricity instead of scattered coal for heating. Under the background of the development of information technology and other emerging industries, it is pointed out that the development of clean coal and electricity is an urgent task for China's clean and green development of energy. It is also an important measure for the comprehensive energy enterprises with the industrial chain of "coal-railway, port, shipping-power generation" to pull the whole production capacity of the industrial chain and realize the maintenance and increment of the state-owned assets. As the world's largest energy producer and consumer, China has actively developed "people can afford to use and make use of cleanliness" in the great journey of liberating and developing social productive forces and building a well-to-do society in an all-round way. The safe and secure clean coal power has important practical significance.
