W礦區(qū)生態(tài)環(huán)境治理及其綜合效益評價研究

【摘要】:煤炭作為我國的重要礦產(chǎn)資源,為國民經(jīng)濟建設(shè)以及區(qū)域經(jīng)濟發(fā)展做出了重要貢獻。但從煤炭產(chǎn)業(yè)的發(fā)展來看,煤炭能源在過去幾十年中存在著高強度開采,管理理念落后,設(shè)備工藝差,資源浪費嚴(yán)重,生態(tài)環(huán)境代價大等嚴(yán)重問題,尤其是煤炭行業(yè)帶來的環(huán)境問題已經(jīng)受到國家的廣泛關(guān)注。十三五規(guī)劃強調(diào)要將生態(tài)文明建設(shè)的理念具體化,規(guī)范化,操作化,對于生態(tài)礦山建設(shè)而言,不僅要推廣應(yīng)用綠色開采、煤炭清潔高效利用等技術(shù),加大礦區(qū)生態(tài)環(huán)境恢復(fù)和治理力度,加強礦山環(huán)境管理水平也是推動生態(tài)文明礦山建設(shè)的重要工作。近幾年來,我國礦山環(huán)境管理水平取得了較大的進步,國家和政府對礦山環(huán)境治理和恢復(fù)的投資力度不斷加大,煤炭企業(yè)對環(huán)境治理和生態(tài)恢復(fù)的理念不斷加深。但由于我國煤炭開采遺留的環(huán)境問題長久,礦山環(huán)境保護管理起步較晚,所以與發(fā)達國家相比,我國的礦山環(huán)境管理水平仍存在不足。從目前發(fā)展來看,我國煤炭企業(yè)更多的是側(cè)重如何采取措施治理環(huán)境,很少有企業(yè)針對治理的效果以及帶來的效益進行綜合研究,所以治理后是否達到預(yù)期效果,治理方法與存在的環(huán)境問題是否符合就不得而知。本文針對目前我國礦山環(huán)境管理問題存在的不足提出了礦山環(huán)境治理和生態(tài)恢復(fù)效益評價模型。以W礦區(qū)的礦山環(huán)境治理與生態(tài)恢復(fù)為例,首先簡述了 W礦區(qū)存在的生態(tài)環(huán)境問題及其采取的治理措施;然后在礦山環(huán)境治理理論、效益評價理論的基礎(chǔ)上選取評價指標(biāo),建立評價體系,并應(yīng)用聚類-灰色關(guān)聯(lián)分析法,借助SPSS對初選指標(biāo)進行篩選;再針對礦山環(huán)境治理和生態(tài)環(huán)境恢復(fù)效益指標(biāo)的特點,應(yīng)用改進的層次分析法確定各指標(biāo)的權(quán)重;分析各種評價方法的特點和適用性,選取適宜本文評價指標(biāo)體系的灰色系統(tǒng)評價方法;最后應(yīng)用搜集到的W礦區(qū)治理后的數(shù)據(jù)驗證這一效益評價方法,對評價結(jié)果分析,發(fā)現(xiàn)礦山環(huán)境治理方面的優(yōu)勢和不足。結(jié)果表明:對評價結(jié)果進行分析可以得出礦區(qū)企業(yè)再進行生態(tài)環(huán)境治理方面的優(yōu)勢和不足,運用該效益評價模型能夠較準(zhǔn)確的反映生態(tài)環(huán)境治理情況,可以為企業(yè)進一步完善治理項目提供建議和措施,為進一步進行決策提供支持。
[Abstract]:As an important mineral resource in China, coal has made important contributions to national economic construction and regional economic development. However, from the development of the coal industry, coal energy has some serious problems in the past few decades, such as high intensity mining, backward management concept, poor equipment and technology, serious waste of resources, high cost of ecological environment, etc. In particular, the coal industry has brought environmental problems have been widely concerned by the country. The 13th Five-Year Plan emphasizes that the concept of ecological civilization construction should be concretized, standardized and operationalized. For the construction of ecological mines, it is necessary not only to promote the application of technologies such as green mining, clean and efficient use of coal, and so on. It is also an important work to promote the construction of ecological civilization mine by strengthening the restoration and treatment of ecological environment in mining area and strengthening the level of mine environment management. In recent years, great progress has been made in the level of mine environmental management in our country. The investment of the state and government in mine environmental treatment and restoration has been increasing, and the concept of environmental treatment and ecological restoration has been deepened in coal enterprises. However, because of the long environmental problems left by coal mining in China and the late start of mine environmental protection management, compared with the developed countries, the level of mine environmental management in our country is still insufficient. From the current development point of view, the coal enterprises in our country are more focused on how to take measures to control the environment. Few enterprises conduct comprehensive research on the effects of governance and the benefits brought about, so whether or not to achieve the expected results after governance. Whether the method of governance and the existence of environmental problems are in line with it is not known. In this paper, an evaluation model of mine environmental management and ecological restoration benefit is put forward in view of the shortcomings of mine environmental management in China. Taking the mine environment treatment and ecological restoration in W mining area as an example, this paper briefly introduces the ecological environment problems in W mining area and the measures to be taken, and then selects the evaluation index based on the theory of mine environment treatment and the theory of benefit evaluation. The evaluation system was established, and the primary indexes were screened with the help of SPSS, and then the weight of each index was determined by the improved analytic hierarchy process (AHP) according to the characteristics of the benefit index of mine environment treatment and ecological environment restoration. This paper analyzes the characteristics and applicability of various evaluation methods, selects the grey system evaluation method suitable for the evaluation index system of this paper, and finally applies the collected data after the control of W mining area to verify the benefit evaluation method, and analyzes the evaluation results. The advantages and disadvantages of mine environmental control are found. The results show that the advantages and disadvantages of ecological environment management in mining area enterprises can be obtained by analyzing the evaluation results. The evaluation model can accurately reflect the situation of ecological environment management. Can provide suggestions and measures for the further improvement of corporate governance projects, and provide support for further decision-making.
