【摘要】:為提高政府安全生產監(jiān)管水平,參考國家標準和國內外政府績效測評相關理論,在SMART原則的指導下,采用文獻復習法、經驗總結法和調查問卷法,在平衡計分卡四個維度的大框架下,依據關鍵績效指標理論設立了兩個層次的適于泰安市安監(jiān)局的安全生產監(jiān)管效能測評指標體系,該體系設計了4個一級指標,40個二級指標。判斷指標應該由誰通過何種方式來進行測評,并依此將二級指標分為安監(jiān)統計確認型指標、考評組評價型指標、大眾點評型指標三種類型;一級指標采用層次分析法,二級指標采用德爾菲法為這些指標設計權重分值。指標體系設計完成后,開始展開如下工作:一提出了政府安全生產監(jiān)管績效測評標準的設定依據,以及績效測評標準的類型,二是根據績效標準的設定依據和類型設計了適用于三種指標屬性的三套測評工具,三是設計了四種測評結果分別為優(yōu)秀、良好、合格、不合格,四是簡單介紹了依據PDCA原理的政府安全生產監(jiān)管績效測評實施流程。最后,應用電腦、互聯網等手段,應用C#語言,在Visual Studio.Net 2010開發(fā)工具上,開發(fā)B/S模式政府安全生產監(jiān)管績效測評系統,本論文的績效測評系統采用的數據庫管理系統為Microsoft SQL Server 2005。系統可以實現政府當次的評價、安監(jiān)統計確認型指標和考評組評價型指標扣分情況查詢、政府測評結果以及整體測評結果的查詢、企業(yè)和市民對政府監(jiān)管的滿意度以及對政府監(jiān)管給出的建議意見。由于政府每一年都會參與測評,而且會有多個政府參與測評,隨著時間的增加,每一年都會記錄各個政府的測評結果,這不僅包括同一政府不同年限的測評結果,同時還包括不同政府同一年的測評結果,這樣就可以從結果庫中選出政府和年限進行橫向對比和縱向對比,通過對比可以取其之長,補己之短提高政府的安全生產監(jiān)管水平。
[Abstract]:In order to improve the level of government production safety supervision, with reference to national standards and relevant theories of government performance evaluation at home and abroad, under the guidance of SMART principles, literature review method, experience summary method and questionnaire method are adopted. Under the frame of four dimensions of balanced scorecard, according to the theory of key performance indicators, a two-level evaluation index system of safety supervision effectiveness is established, which is suitable for Taian City Safety Supervision Bureau. The system designs 4 first-grade indexes and 40 second-order indexes. The second level index should be divided into three types: the statistical confirmation index, the evaluation index and the Dianping index, and the first grade index adopts the analytic hierarchy process (AHP). The second level index adopts Delphi method to design the weight score for these indexes. After the design of the index system is completed, the following works begin to be carried out: firstly, the establishment basis of the performance evaluation standard of government production safety supervision and the type of performance evaluation standard are put forward. Secondly, according to the setting basis and type of performance standard, three sets of evaluation tools are designed, which are suitable for three kinds of index attributes, and four kinds of evaluation results are designed as excellent, good, qualified and unqualified, respectively. Fourth, the implementation process of performance evaluation of government production safety supervision based on PDCA principle is briefly introduced. Finally, using computer, Internet and C # language, on the Visual Studio.Net 2010 development tool, we develop the B / S model government safety production supervision performance evaluation system. The database management system used in this paper is Microsoft SQL Server 2005. The system can realize the inquiry of the evaluation of the government, the statistical confirmation index of the safety supervision and the evaluation index of the evaluation group, the result of the government evaluation and the result of the whole evaluation. Corporate and public satisfaction with government regulation and advice on government regulation. Because the government will participate in the evaluation every year, and there will be more than one government participating in the evaluation, with the increase of time, each year will record the evaluation results of each government, which not only includes the results of the same government for different years. At the same time, it also includes the evaluation results of different governments in the same year, so that we can select the government and the number of years from the results bank to carry out horizontal and vertical comparison. Through the comparison, we can take its advantages and improve the level of government safety supervision.
