【摘要】：為探討煤炭型礦區(qū)復(fù)墾土地可持續(xù)利用與產(chǎn)業(yè)轉(zhuǎn)型,本研究以平朔礦區(qū)為例,通過(guò)對(duì)礦區(qū)產(chǎn)業(yè)結(jié)構(gòu)框架組成關(guān)系、礦區(qū)傳統(tǒng)土地復(fù)墾模式以及產(chǎn)業(yè)結(jié)構(gòu)特征與演替規(guī)律分析,研究了礦區(qū)復(fù)墾土地與產(chǎn)業(yè)轉(zhuǎn)型的機(jī)制與模式。研究表明:我國(guó)礦區(qū)復(fù)墾土地可持續(xù)利用與產(chǎn)業(yè)轉(zhuǎn)型目標(biāo)導(dǎo)向機(jī)制應(yīng)從"二元主導(dǎo)機(jī)制"過(guò)渡到"多元并存主導(dǎo)機(jī)制",最終實(shí)現(xiàn)"多方合作主導(dǎo)機(jī)制";平朔礦區(qū)產(chǎn)業(yè)框架應(yīng)由粗放型、外延式向精益型、內(nèi)涵式轉(zhuǎn)變;依產(chǎn)業(yè)鏈不同,平朔礦區(qū)產(chǎn)業(yè)轉(zhuǎn)型模式可分為兩類,一是黑色工業(yè)產(chǎn)業(yè)鏈:煤炭開(kāi)采-煤矸石-電-硅鋁-建材工業(yè),可實(shí)現(xiàn)礦區(qū)資源、能源和廢棄物的高效利用,減緩產(chǎn)業(yè)轉(zhuǎn)型的環(huán)境壓力;二是綠色生態(tài)產(chǎn)業(yè)鏈:農(nóng)-林-牧-藥-農(nóng)產(chǎn)品加工-生態(tài)旅游,是依托田園綜合體的經(jīng)濟(jì)技術(shù)原理重構(gòu)"生產(chǎn)、生活、生態(tài)"空間、促使復(fù)墾土地功能提升的必然途徑。
[Abstract]:In order to probe into the sustainable utilization and industrial transformation of reclaimed land in coal mining area, this paper takes Pingshuo mining area as an example, analyzes the relationship of industrial structure framework, the traditional land reclamation mode, the characteristics of industrial structure and succession law in mining area. The mechanism and mode of land reclamation and industrial transformation in mining area are studied. The study shows that the guiding mechanism of sustainable utilization of reclaimed land and the target of industrial transformation should be transferred from "dual leading mechanism" to "multi-coexisting leading mechanism", and finally "multi-cooperation leading mechanism" should be realized; Pingshuo Mining area The industrial framework should be extensive, Depending on the industrial chain, the industrial transformation model of Pingshuo mining area can be divided into two categories, one is the black industrial chain: coal mining, coal gangue, electricity, silicon, aluminum and building materials industry, which can realize the resources of mining area. The efficient use of energy and waste to alleviate the environmental pressure of industrial transformation; second, the green eco-industrial chain: agro-forestry-pastural-medicine-agent-processing, eco-tourism, production and living based on the economic and technological principles of the idyllic complex. Ecological space is an inevitable way to promote the function of land reclamation.
