【摘要】：隨著國(guó)家“十三五”規(guī)劃的推進(jìn),各行業(yè)越來(lái)越重視職業(yè)危害防治工作,國(guó)家層面也不斷加強(qiáng)職業(yè)衛(wèi)生監(jiān)管能力建設(shè),但從我國(guó)目前形勢(shì)來(lái)看,職業(yè)危害防治工作仍面臨著巨大的挑戰(zhàn)。煤炭行業(yè)作為職業(yè)危害長(zhǎng)期潛在的高危行業(yè),不僅給煤礦勞動(dòng)者造成了嚴(yán)重的危害,還給煤礦自身造成了嚴(yán)重的經(jīng)濟(jì)損失。煤礦企業(yè)在職業(yè)病危害防治工作推進(jìn)的過(guò)程中所遇到的問(wèn)題,亟待重視和解決。美國(guó)、日本作為較早的建立職業(yè)安全衛(wèi)生相關(guān)法律的國(guó)家,積累了豐富了職業(yè)衛(wèi)生管理經(jīng)驗(yàn)。我們有必要汲取國(guó)外先進(jìn)的管理理念和科學(xué)的工作方法,來(lái)發(fā)展我國(guó)職業(yè)衛(wèi)生管理工作。結(jié)合對(duì)美國(guó)、日本19世紀(jì)以來(lái)職業(yè)衛(wèi)生發(fā)展?fàn)顩r以及煤礦職業(yè)衛(wèi)生管理模式進(jìn)行系統(tǒng)的分析,比較研究我國(guó)職業(yè)危害防治發(fā)展水平的現(xiàn)狀和存在的不足,提出我國(guó)職業(yè)危害防治工作的改進(jìn)。本文以田陳煤礦為研究對(duì)象,深入分析田陳煤礦職業(yè)危害發(fā)生特性,對(duì)現(xiàn)場(chǎng)調(diào)查結(jié)果和現(xiàn)場(chǎng)檢測(cè)結(jié)果進(jìn)行整理分析,結(jié)果顯示田陳煤礦部分作業(yè)場(chǎng)所存在職業(yè)病危害因素超標(biāo)現(xiàn)象。通過(guò)分析危害狀態(tài)和特點(diǎn),提出了危害防控的有效對(duì)策。根據(jù)田陳煤礦危害防治實(shí)際情況,建立了田陳煤礦職業(yè)危害防治體系構(gòu)架,提出采取規(guī)范防治組織體系、加強(qiáng)防治管理體系、提高綜合評(píng)價(jià)體系反饋等多方面手段,可以有效提高煤礦職業(yè)危害防治管理水平。根據(jù)本文的研究主題和研究目的,共分為三大部分。第一部分,剖析職業(yè)危害的國(guó)內(nèi)外研究現(xiàn)狀,闡述煤礦職業(yè)危害造成的嚴(yán)重影響。第二部分,對(duì)比國(guó)外優(yōu)秀的職業(yè)危害防治經(jīng)驗(yàn)和措施,探討我國(guó)職業(yè)危害防治的不足之處。第三部分,實(shí)地調(diào)研田陳煤礦職業(yè)危害防治水平,結(jié)合國(guó)內(nèi)外優(yōu)秀的職業(yè)危害防治經(jīng)驗(yàn),完善田陳煤礦職業(yè)危害防治體系,選取有效合理的防治措施,以提高田陳煤礦防治職業(yè)危害的能力。
[Abstract]:With the promotion of the National 13th Five-Year Plan, more and more attention has been paid to the prevention and control of occupational hazards in various industries. At the national level, the ability of occupational health supervision has also been continuously strengthened. However, judging from the current situation in our country, The prevention and control of occupational hazards is still facing great challenges. The coal industry, as a potentially high risk industry with long-term occupational hazards, has not only caused serious harm to coal miners, but also caused serious economic losses to coal mines themselves. The problems encountered by coal mining enterprises in the process of occupational hazard prevention and control are urgent to be paid attention to and solved. The United States and Japan, as an earlier country to establish occupational safety and health related laws, have enriched the experience of occupational health management. It is necessary for us to develop occupational health management in our country by absorbing advanced management ideas and scientific working methods from abroad. Based on the systematic analysis of the development of occupational health in the United States and Japan since the 19th century and the mode of occupational health management in coal mines, the present situation and shortcomings of occupational hazard prevention and control in China are compared and studied. The improvement of prevention and control of occupational hazards in China is put forward. This paper takes Tianchen Coal Mine as the research object, deeply analyzes the characteristics of occupational hazards in Tianchen Coal Mine, and collates and analyzes the results of field investigation and field detection. The results showed that occupational hazard factors exceeded the standard in some workplaces of Tianchen Coal Mine. By analyzing the harm state and characteristics, the effective countermeasures of hazard prevention and control are put forward. According to the actual situation of prevention and control of occupational hazards in Tianchen Coal Mine, this paper establishes the framework of occupational hazard prevention and control system in Tianchen Coal Mine, and puts forward many measures such as standardizing the prevention and control organization system, strengthening the prevention and control management system, improving the feedback of comprehensive evaluation system, and so on. It can effectively improve the management level of occupational hazards prevention and control in coal mines. According to the research theme and purpose of this paper, it is divided into three parts. The first part analyzes the status quo of occupational hazards at home and abroad, and expounds the serious impact caused by occupational hazards in coal mines. The second part, contrasts the overseas outstanding occupational hazard prevention experience and the measure, discusses our country occupational hazard prevention insufficiency. In the third part, the author investigates the prevention and cure level of occupational hazard in Tianchen coal mine on the spot, combines the excellent experience of occupational hazard prevention and control at home and abroad, consummates the prevention and control system of occupational hazard in Tianchen coal mine, and selects the effective and reasonable prevention and control measures. In order to improve the ability of preventing and curing occupational hazards in Tianchen Coal Mine.
