【摘要】：貴州省是我國(guó)煤炭資源極豐富的省份之一,煤炭產(chǎn)業(yè)是貴州省重要也是最基礎(chǔ)產(chǎn)業(yè)之一,煤炭產(chǎn)業(yè)在貴州省的社會(huì)經(jīng)濟(jì)發(fā)展過(guò)程中占有相當(dāng)重要的戰(zhàn)略地位。由于煤炭是不可再生資源,所以如何高效率的利用煤炭資源、提高煤炭產(chǎn)業(yè)效率關(guān)系著整個(gè)貴州省社會(huì)經(jīng)濟(jì)發(fā)展。本論文正是出于這種考慮,所以運(yùn)用DEA方法這一科學(xué)的效率評(píng)價(jià)的模型來(lái)評(píng)價(jià)貴州省的煤炭產(chǎn)業(yè)效率,分析出貴州省煤炭產(chǎn)業(yè)效率低的原因所在,并進(jìn)一步提出針對(duì)性的對(duì)策建議。本文通過(guò)五部分來(lái)研究貴州省煤炭產(chǎn)業(yè)效率,第一部分簡(jiǎn)述了選題背景、研究目的、研究意義和研究方法,為本論文的撰寫(xiě)理清思路。第二部分是有關(guān)DEA模型及產(chǎn)業(yè)效率和煤炭產(chǎn)業(yè)效率的理論分析,首先對(duì)各種DEA模型理論進(jìn)行介紹,其次,對(duì)效率、產(chǎn)業(yè)效率、煤炭的產(chǎn)業(yè)效率的內(nèi)涵進(jìn)行說(shuō)明。最后,對(duì)國(guó)內(nèi)外有關(guān)煤炭效率的研究作出系統(tǒng)概述與分析,為后面煤炭產(chǎn)業(yè)效率的分析提供理論基礎(chǔ)。第三部分定性分析貴州省煤炭產(chǎn)業(yè)的發(fā)展現(xiàn)狀。對(duì)貴州省煤炭資源情況作出概括,總結(jié)出貴州省煤炭資源具有儲(chǔ)量大、分布相對(duì)集中、開(kāi)發(fā)強(qiáng)度低、開(kāi)發(fā)潛力大、煤類(lèi)齊全,煤質(zhì)優(yōu)劣共存、地理位置優(yōu)越等特點(diǎn)。同時(shí)分析了貴州省煤炭產(chǎn)業(yè)近年來(lái)在省相關(guān)部門(mén)的支持下加大發(fā)展和擴(kuò)張的力度,得到了較快的發(fā)展,并論述了煤炭產(chǎn)業(yè)在貴州省社會(huì)經(jīng)濟(jì)發(fā)展中的地位。第四部分是對(duì)貴州省煤炭產(chǎn)業(yè)效率進(jìn)行定量分析,首先,分析以前學(xué)者對(duì)煤炭產(chǎn)業(yè)效率評(píng)估所采用的投入產(chǎn)出指標(biāo)體系,并結(jié)合本文研究的主旨,選擇了三投入,二產(chǎn)出的指標(biāo)體系。投入指標(biāo)包括:主營(yíng)業(yè)務(wù)成本、從業(yè)人員和固定資產(chǎn)總額,輸出指標(biāo)包括:利潤(rùn)總額和主營(yíng)業(yè)務(wù)收入。其次,選取2008-2012年《中國(guó)工業(yè)經(jīng)濟(jì)統(tǒng)計(jì)年鑒》中的數(shù)據(jù),對(duì)歷年煤炭產(chǎn)業(yè)進(jìn)行效率評(píng)估。主要從純技術(shù)效率(PTE)、規(guī)模效率(SE)、綜合技術(shù)效率(TE)三方面來(lái)評(píng)價(jià)貴州省煤炭產(chǎn)業(yè)的產(chǎn)業(yè)效率。得出的評(píng)價(jià)結(jié)果是:貴州省煤炭產(chǎn)業(yè)的純技術(shù)效率處于相對(duì)落后的狀態(tài);貴州省煤炭產(chǎn)業(yè)技術(shù)創(chuàng)新和技術(shù)進(jìn)步的速度相對(duì)于其他地區(qū)來(lái)說(shuō)較慢;貴州省煤炭產(chǎn)業(yè)的規(guī)模效率不高、產(chǎn)業(yè)集中度不高;貴州省煤炭產(chǎn)業(yè)均處于規(guī)模報(bào)酬遞增階段,說(shuō)明在其他投入不變的情況下,擴(kuò)大煤炭產(chǎn)業(yè)規(guī)模有利于獲得更多的產(chǎn)出;貴州省煤炭產(chǎn)業(yè)綜合效率不高,還有很大的提升空間的結(jié)論。通過(guò)評(píng)價(jià)結(jié)果,總結(jié)出貴州省煤炭產(chǎn)業(yè)效率低的具體原因有專(zhuān)業(yè)技術(shù)落后,煤炭產(chǎn)品開(kāi)發(fā)不足;勞動(dòng)力密度大,勞動(dòng)者專(zhuān)業(yè)素質(zhì)不高;產(chǎn)業(yè)集中度不高,規(guī)模經(jīng)濟(jì)不明顯。第五部分是針對(duì)當(dāng)前貴州省煤炭產(chǎn)業(yè)發(fā)展的狀況,從宏觀和微觀兩個(gè)層面提出了對(duì)策建議。首先在宏觀方面,政府應(yīng)該強(qiáng)力推進(jìn)技術(shù)創(chuàng)新,提高煤炭資源回采率;提高人力資源水平,培養(yǎng)引進(jìn)高層次人才;引導(dǎo)產(chǎn)業(yè)集聚發(fā)展,提高規(guī)模經(jīng)濟(jì)效益;明確發(fā)展理念,推動(dòng)科學(xué)發(fā)展。其次在微觀方面,應(yīng)該鼓勵(lì)企業(yè)技術(shù)創(chuàng)新,延伸產(chǎn)業(yè)鏈長(zhǎng)度;提高煤炭開(kāi)采效率,使煤炭?jī)?yōu)質(zhì)優(yōu)用;加強(qiáng)企業(yè)內(nèi)部管理,提高發(fā)展質(zhì)量和效益;淘汰低效率小企業(yè),組建綜合型大企業(yè)。通過(guò)這些對(duì)策建議,可以有效的提高貴州省煤炭產(chǎn)業(yè)效率。
[Abstract]:Guizhou province is one of China's coal resources very rich provinces, the coal industry in Guizhou province is the most important one of the basic industries, has a quite important strategic position in the social and economic development of Guizhou province coal industry. Because coal is non renewable resources, so how to efficient use of coal resources, improve the efficiency of the relationship between coal industry the development of social economy in Guizhou province. This paper is considering this, so using the DEA method of efficiency evaluation of the scientific model to evaluate the efficiency of the coal industry in Guizhou Province, analyze the reason of the low efficiency of coal industry in Guizhou Province, and puts forward the corresponding countermeasures and suggestions. Through the study of the efficiency of coal industry in Guizhou the five part, the first part describes the research background, research purpose, research significance and research methods, writing for this paper sort out ideas. Second The part is the analysis of the DEA model and the efficiency of the industry and the coal industry efficiency theory, first of all DEA model theory are introduced. Secondly, the efficiency, the efficiency of industry, explained the connotation of coal industry efficiency. Finally, the efficiency of coal related research at home and abroad made a summary and analysis system, and provide a theoretical basis for analysis the back of the coal industry efficiency. In the third part, qualitative analysis of current situation of the development of coal industry in Guizhou province. Make a summary of the coal resources in Guizhou Province, summed up the coal resources in Guizhou province has large reserves, the distribution is relatively concentrated, the development of low strength, development potential, coal types and coal quality of coexistence, geographic location and other characteristics. At the same time analysis of the support in the relevant departments of the province of coal industry in Guizhou province in recent years under the increasing development and expansion efforts, has developed rapidly, and discusses the coal industry in Guizhou Province In the social and economic development status. The fourth part is the coal industry in Guizhou province the efficiency of quantitative analysis, firstly, analysis of input-output indexes of previous scholars on the efficiency evaluation of the coal industry, and combined with the main purpose of this paper, select three input index system of two output. The input indicators include: the cost of main business, employees and the total amount of fixed assets, total profit and output indicators include: the main business income. Secondly, select < 2008-2012 years Chinese industrial economy statistical yearbook > data in the coal industry to evaluate efficiency. Mainly from pure technical efficiency, scale efficiency (PTE) (SE), the overall technical efficiency (TE) three aspects to evaluate the coal industry of Guizhou province's industrial efficiency. The evaluation result is: pure technical efficiency of coal industry in Guizhou province is in a relatively backward state; Guizhou province coal industry technology innovation and technology With the speed of progress is slow compared to other regions; Guizhou province coal industry scale efficiency is not high, industry concentration is not high; the coal industry in Guizhou province are in the stage of increasing returns to scale, that in the same investment, expand the scale of the coal industry to get more output; the comprehensive efficiency of coal industry in Guizhou province is not high, there is still much room for improvement. Conclusion according to the evaluation results, summed up the specific reasons for the low efficiency of coal industry in Guizhou province has professional technical backwardness, lack of coal product development; labor density, labor professional quality is not high; industry concentration is not high, the economic scale is not obvious. The fifth part is for the current development the coal industry in Guizhou Province, put forward countermeasures from two macro and micro level. First, at the macro level, the government should vigorously promote technological innovation, enhance the coal resources Recovery rate; improve the level of human resources, cultivating high level talents; guide industrial agglomeration development, improve the economic benefits of the scale; a clear development ideas, promote scientific development. Secondly, in the micro aspect, should encourage technological innovation, extend the industrial chain length; improve the efficiency of coal mining, the coal quality by strengthening the internal management of enterprises; and improve the quality and efficiency of development; the elimination of low efficiency of small enterprises, and set up an integrated enterprise. Through these measures, can effectively improve the efficiency of coal industry in Guizhou province.
