【摘要】：為了研究我國煤礦重特大事故的一般規(guī)律,分析了2002—2014年我國煤礦發(fā)生的421起重特大事故,得到我國煤礦重特大事故的基本特征。利用統(tǒng)計分析法從地域、類型、所有制3個維度綜合分析了421起煤礦重特大事故。結(jié)果表明:山西、貴州、河南、黑龍江和湖南5個省份的重特大事故起數(shù)和死亡人數(shù)分別占全國總數(shù)的56.1%和56.8%,是我國需重點監(jiān)管和治理的省份,并對山西、河南和黑龍江3省重特大事故頻發(fā)的原因進行了分析;瓦斯事故和水害事故的發(fā)生起數(shù)及死亡人數(shù)占比分別為83.3%和86.3%,是需要重點防治的事故類型;國有重點煤礦重特大事故平均每起死亡人數(shù)為29.87,且近兩年重特大事故起數(shù)和死亡人數(shù)均大幅度上升,是需要重點防范的對象;鄉(xiāng)鎮(zhèn)煤礦重特大事故起數(shù)及死亡人數(shù)下降速度均較快,但事故起數(shù)和死亡人數(shù)仍較多,是國家重點監(jiān)控、治理的對象。
[Abstract]:In order to study the general rules of China's major coal mine accidents, analysis of 2002 - 2014 in China Coal Mine occurred 421 crane accidents, get the basic characteristics of China's coal mine accidents. By means of statistical analysis method from the region, the 3 dimensions of ownership types, a comprehensive analysis of the 421 major coal mine accidents. Shanxi, Guizhou, Henan showed that serious accidents in Heilongjiang and Hunan, 5 provinces and deaths accounted for 56.1% of the national total and 56.8%, is China's need to focus on supervision and governance of the provinces, and to Shanxi, Henan and Heilongjiang province 3 major accidents occurred are analyzed; the number of gas accidents and flooding accidents and deaths accounted for 83.3% and 86.3%, is the need to focus on prevention of accidents; state-owned key coal mine accidents from the average death toll to 29.87, and nearly two years of serious accidents The number of deaths and the number of deaths increased significantly. The number of fatal accidents and death toll in township coal mines decreased rapidly, but the number of accidents and deaths is still more.
