【摘要】：山西省憑借著其特有的煤炭資源和地理位置經(jīng)過(guò)幾十年的發(fā)展成為了國(guó)家重要的能源基地和煤炭輸出大省,長(zhǎng)久以來(lái)在我國(guó)的社會(huì)主義現(xiàn)代化建設(shè)和經(jīng)濟(jì)發(fā)展的過(guò)程中扮演著重要的角色。在黨和政府的關(guān)注下,在市場(chǎng)化改革的步伐中,山西煤炭工業(yè)經(jīng)歷了半個(gè)多世紀(jì)的發(fā)展,其規(guī)模也較發(fā)生了幾何式的增長(zhǎng)。雖然,煤炭的開(kāi)采可以為國(guó)家和人民帶來(lái)巨大的經(jīng)濟(jì)效益,但是伴隨著無(wú)序的、不科學(xué)的煤礦開(kāi)采,也為我們帶來(lái)了負(fù)生態(tài)效益。而現(xiàn)在煤炭的過(guò)度開(kāi)采給山西當(dāng)?shù)氐沫h(huán)境造成了毀滅性的破壞,并且已經(jīng)嚴(yán)重影響到地方人民的生活和當(dāng)?shù)亟?jīng)濟(jì)的可持續(xù)發(fā)展。此外,山西煤炭工業(yè)經(jīng)過(guò)幾十年的任意無(wú)序發(fā)展導(dǎo)致了山西經(jīng)濟(jì)嚴(yán)重依靠煤炭工業(yè)的發(fā)展的局面,省內(nèi)工業(yè)結(jié)構(gòu)發(fā)展嚴(yán)重失衡,而山西經(jīng)濟(jì)發(fā)展對(duì)煤炭工業(yè)依賴也變成了對(duì)煤炭市場(chǎng)和煤炭?jī)r(jià)格的依賴。隨著近幾年國(guó)家加大對(duì)生態(tài)文明的建設(shè)力度和煤炭市場(chǎng)價(jià)格的低迷,山西開(kāi)始尋找工業(yè)的轉(zhuǎn)型發(fā)展。近年來(lái)隨著國(guó)家對(duì)煤炭資源的可持續(xù)發(fā)展,合理開(kāi)發(fā)利用以及資源型城市工業(yè)轉(zhuǎn)型升級(jí)等問(wèn)題不斷的重視和國(guó)家同意山西開(kāi)展資源型經(jīng)濟(jì)轉(zhuǎn)型綜改配套改革試驗(yàn)區(qū)的建設(shè),各項(xiàng)針對(duì)山西煤炭工業(yè)的配套政策也逐步頒布實(shí)施,這些政策對(duì)山西省煤炭工業(yè)和經(jīng)濟(jì)產(chǎn)生的效應(yīng)如何,需要我們對(duì)政府政策的制定和實(shí)施進(jìn)行科學(xué)、有效的評(píng)估和分析。本文旨在通過(guò)科學(xué)的政策評(píng)估手段,對(duì)山西綜改試驗(yàn)區(qū)建設(shè)以來(lái)的政策效果進(jìn)行評(píng)估,并就評(píng)估的結(jié)果對(duì)綜改試驗(yàn)區(qū)政策提供建議。
[Abstract]:Shanxi Province with its unique coal resources and geographical location after decades of development has become an important national energy base and coal export province. It has been playing an important role in the process of socialist modernization and economic development in China for a long time. Under the attention of the Party and the government, it is in the pace of market-oriented reform. Shanxi coal industry has experienced more than half a century of development, its scale has also occurred geometric growth. Although the mining of coal can bring great economic benefits to the country and people, but with the disorder. Unscientific coal mining has also brought us negative ecological benefits. And now the excessive mining of coal has caused devastating damage to the local environment in Shanxi. And has seriously affected the lives of local people and the sustainable development of the local economy. After decades of random development of Shanxi coal industry, Shanxi economy depends heavily on the development of coal industry, and the development of industrial structure in Shanxi Province is seriously out of balance. The dependence of Shanxi economic development on the coal industry has also become dependent on the coal market and coal prices. With the increase of the construction of ecological civilization and the low price of coal market in recent years. Shanxi began to look for industrial transformation and development. In recent years, with the sustainable development of coal resources. Reasonable development and utilization as well as industrial transformation and upgrading of resource-based cities and other issues continue to pay attention to and the state agrees to carry out the comprehensive reform of resource-based economic transformation in Shanxi to build a comprehensive reform pilot area. Various supporting policies aimed at Shanxi coal industry have been promulgated and implemented step by step. The effects of these policies on the coal industry and economy of Shanxi Province need us to make and implement government policies scientifically. The purpose of this paper is to evaluate the policy effect since the construction of Shanxi Comprehensive Reform Experimental area through scientific policy evaluation means, and to provide suggestions on the policy of the Comprehensive Reform Experimental area on the basis of the results of the evaluation.
