【摘要】：裝備制造業(yè)是工業(yè)化或后工業(yè)化國(guó)家的主導(dǎo)產(chǎn)業(yè)之一,它不僅為其它產(chǎn)業(yè)提供技術(shù)手段,其技術(shù)水平還直接影響其它產(chǎn)業(yè)的競(jìng)爭(zhēng)力。沈陽(yáng)是國(guó)家從“一五”時(shí)期開始重點(diǎn)扶持建設(shè)的裝備制造業(yè)科研生產(chǎn)基地,目前已基本形成門類齊全、具有相當(dāng)規(guī)模的裝備制造業(yè)體系。2009年12月,《沈陽(yáng)鐵西裝備制造業(yè)聚集區(qū)產(chǎn)業(yè)發(fā)展規(guī)劃》獲得國(guó)家發(fā)改委批復(fù),標(biāo)志著鐵西裝備制造業(yè)聚集區(qū)的產(chǎn)業(yè)發(fā)展上升到國(guó)家戰(zhàn)略,對(duì)沈陽(yáng)老工業(yè)基地全面振興具有重要意義。在良好的發(fā)展機(jī)遇面前,我們要清醒地認(rèn)識(shí)到,當(dāng)前,沈陽(yáng)裝備制造業(yè)在創(chuàng)新能力、供應(yīng)鏈體系和管理體制等方面還存在很多問題。本研究能夠?yàn)樯蜿?yáng)裝備制造企業(yè)科學(xué)決策、提升競(jìng)爭(zhēng)能力,為政府相關(guān)部門制定、實(shí)施裝備制造業(yè)發(fā)展政策,提供參考依據(jù)。 本文以邁克爾·波特的“鉆石模型”為基礎(chǔ),首先分析了該模型對(duì)我們的借鑒意義,即產(chǎn)業(yè)集群的形成和發(fā)展,既有產(chǎn)業(yè)集群的自我強(qiáng)化機(jī)制,也離不開政府的引導(dǎo)和推動(dòng)作用。國(guó)內(nèi)外裝備制造業(yè)集群發(fā)展的歷史和現(xiàn)實(shí)也印證了這個(gè)觀點(diǎn)。 接下來(lái),本文對(duì)近年來(lái)沈陽(yáng)市裝備制造業(yè)集群發(fā)展情況進(jìn)行了回顧,找出了沈陽(yáng)市裝備制造業(yè)與同類先進(jìn)城市的差距,并從企業(yè)和政府兩個(gè)層面分析了沈陽(yáng)裝備制造業(yè)集群發(fā)展的制約因素。 最后,本文提出了沈陽(yáng)市裝備制造業(yè)集群發(fā)展的對(duì)策建議。在分析提出沈陽(yáng)裝備制造業(yè)集群發(fā)展主要目標(biāo)的基礎(chǔ)上,本文認(rèn)為,推進(jìn)沈陽(yáng)市裝備制造業(yè)集群發(fā)展,既要通過增強(qiáng)企業(yè)自主創(chuàng)新能力、積極培育具有核心競(jìng)爭(zhēng)力的大型企業(yè)集團(tuán)、發(fā)展壯大中場(chǎng)產(chǎn)業(yè)等途徑增強(qiáng)裝備制造企業(yè)競(jìng)爭(zhēng)能力,也離不開政府在產(chǎn)業(yè)園區(qū)建設(shè)、推進(jìn)結(jié)構(gòu)調(diào)整、公共服務(wù)平臺(tái)建設(shè)和創(chuàng)新體制機(jī)制等方面的作用發(fā)揮。
[Abstract]:Equipment manufacturing industry is one of the leading industries in industrialized or post-industrialized countries. It not only provides technical means for other industries, but also directly affects the competitiveness of other industries. Shenyang is the scientific research and production base of the equipment manufacturing industry, which the country began to support and build in the period of the first Five-Year Plan. At present, it has basically formed a complete range of categories. In December 2009, the "Industry Development Plan of Shenyang Tiexi equipment Manufacturing agglomeration area" was approved by the National Development and Reform Commission, indicating that the industrial development of Tiexi equipment manufacturing agglomeration area has risen to the national strategy. It is of great significance to the comprehensive revitalization of Shenyang old industrial base. In the face of good development opportunities, we should realize clearly that there are still many problems in the innovation ability, supply chain system and management system of Shenyang equipment manufacturing industry. The research can provide reference for Shenyang equipment manufacturing enterprises to make scientific decisions, to enhance their competitive ability, to formulate and implement the development policies of equipment manufacturing industry. Based on Michael Porter's Diamond Model, this paper first analyzes the significance of the model to us, that is, the formation and development of industrial clusters, and the self-strengthening mechanism of industrial clusters. Also inseparable from the guidance and promotion role of the government. The history and reality of equipment manufacturing cluster development at home and abroad also confirm this view. Then, this paper reviews the development of equipment manufacturing cluster in Shenyang in recent years, and finds out the gap between Shenyang equipment manufacturing industry and the similar advanced cities. At the same time, it analyzes the restricting factors of Shenyang equipment manufacturing cluster development from the two levels of enterprise and government. Finally, the paper puts forward the countermeasures and suggestions for the development of Shenyang equipment manufacturing cluster. On the basis of analyzing and putting forward the main target of Shenyang equipment manufacturing cluster development, this paper thinks that to promote Shenyang equipment manufacturing cluster development, we should strengthen the independent innovation ability of enterprises. Actively cultivating large enterprise groups with core competitiveness, developing and expanding the midfield industry, and so on, to enhance the competitiveness of equipment manufacturing enterprises, is also inseparable from the construction of industrial parks by the government and the promotion of structural adjustment.
