生產(chǎn)安全未遂事件管理研究

【摘要】:當(dāng)前我國(guó)生產(chǎn)安全形勢(shì)嚴(yán)峻,重特大事故多發(fā),究其背后的原因,在事故發(fā)生前都有過事故先兆或存在事故隱患。根據(jù)海因里希1:29:300法則,企業(yè)要想控制“1”的發(fā)生,必須防止生產(chǎn)中“300”的出現(xiàn),即控制生產(chǎn)中的未遂事件。 本文針對(duì)當(dāng)前生產(chǎn)安全未遂事件說(shuō)法不一、定義混亂的局面,首先對(duì)未遂事件進(jìn)行了定義,明確了未遂事件的范圍、特征及分類方法;并以相關(guān)管理理論為依據(jù),闡述未遂事件管理的重要性及可行性;對(duì)在調(diào)研、訪談、文獻(xiàn)查閱和討論等過程中獲得的信息加以整理,分析我國(guó)企業(yè)未遂事件管理現(xiàn)狀、存在的主要困難和問題,并結(jié)合中石油、中石化等國(guó)有大型企業(yè)、部分高危行業(yè)和外資企業(yè)未遂事件竹理的做法及經(jīng)驗(yàn),對(duì)解決這些困難和問題提出建議。此外,本研究還結(jié)合企業(yè)實(shí)際研究制定一套企業(yè)生產(chǎn)安全未遂事件管理辦法,希望能對(duì)企業(yè)開展此項(xiàng)管理活動(dòng)提供參考。 生產(chǎn)安全未遂事件的管理包括三個(gè)方面內(nèi)容。即收集未遂事件的信息;從人的不安全行為、物的不安全狀態(tài)、環(huán)境因素和管理缺陷入手分析未遂事件的出現(xiàn)原因;進(jìn)而制定和采取相應(yīng)的防范措施。在未遂事件的收集過程中,.要建立暢通的信息溝通系統(tǒng),及時(shí)反饋,并實(shí)行激勵(lì)機(jī)制、免責(zé)報(bào)告制度等方式促進(jìn)員工及時(shí)、準(zhǔn)確、全面的上報(bào)未遂事件,在未遂事件的處理過程中要按照事故處理過程來(lái)對(duì)待。最后將有代表性的未遂事件拿到車間、全廠甚至整個(gè)集團(tuán)共享,使全體員工了解控制未遂事件的發(fā)生與企業(yè)實(shí)現(xiàn)安全生產(chǎn)的重要關(guān)聯(lián)性,不斷提高預(yù)防未遂事件發(fā)生的知識(shí)和實(shí)際能力。
[Abstract]:At present, the situation of production safety in our country is grim, and there are many serious and serious accidents. The reason behind the accidents is that there have been precursors or hidden dangers of accidents before the accidents occurred. According to Heinrich's Law of 1: 29: 300, enterprises want to control the occurrence of "1". It is necessary to prevent the occurrence of 300 in production, that is, to control attempted incidents in production. In view of the confusion of the current attempted production safety incidents, this paper first defines the attempted incidents, defines the scope, characteristics and classification methods of the attempted incidents, and based on the relevant management theory. This paper expounds the importance and feasibility of the management of attempted incidents, collates the information obtained in the process of investigation, interview, literature review and discussion, and analyzes the present situation, main difficulties and problems in the management of attempted incidents in Chinese enterprises. Combined with the practice and experience of the attempted incidents of large state-owned enterprises such as PetroChina, Sinopec and some high-risk industries and foreign-funded enterprises, some suggestions are put forward to solve these difficulties and problems. This study also establishes a set of management methods for the attempted production safety incidents in enterprises, hoping to provide a reference for enterprises to carry out this management activity. The management of the attempted production safety event includes three aspects: collecting the information of the attempted event, analyzing the reasons of the attempted event from the aspects of human unsafe behavior, the unsafe state of the material, the environmental factor and the management defect. And then formulate and take corresponding preventive measures. In the collection process of attempted incidents, we should establish an unimpeded information communication system, timely feedback, and implement incentive mechanism, exemption reporting system, and other ways to promote the timely and accurate employees, A comprehensive report of attempted incidents should be treated in accordance with the accident handling process in the course of handling the attempted incidents. Finally, the representative attempted incidents should be taken to the workshop, the whole plant and even the whole group to share. To make all the staff understand the important relevance between the control of the attempted event and the realization of safety in production, and improve the knowledge and practical ability of preventing the attempted incident.
