機械產(chǎn)品綠色制造管理體系研究

【摘要】:隨著環(huán)境、資源與社會發(fā)展之間矛盾的不斷加劇,綠色制造己逐漸形成全球共識。作為國民經(jīng)濟支柱產(chǎn)業(yè)的機械制造業(yè),既是能源資源消耗大戶,又是環(huán)境污染物的重要來源,其面臨的綠色制造形勢與任務更加緊迫和艱巨。解決這一矛盾的方法應該包括技術手段與管理手段,兩者缺一不可,而技術手段的有效落實必須依靠管理體系的有效運作來保障。當前國內(nèi)外專家、學者、企業(yè)界圍繞綠色制造技術進行了大量卓有成效的研究與實踐,取得了顯著成效。然而,針對綠色制造管理體系和運作模式的研究相對薄弱,管理手段發(fā)展滯后,特別是將綠色制造與環(huán)境管理體系、質(zhì)量管理體系、清潔生產(chǎn)、循環(huán)經(jīng)濟等進行集成與整合方面,更顯不足,致使綠色制造管理不系統(tǒng),管理效率低下。 為幫助企業(yè)整合綠色制造管理,建立綠色制造管理體系,本文在經(jīng)過對機械企業(yè)質(zhì)量、環(huán)境等管理體系認證、綠色制造、清潔生產(chǎn)、循環(huán)經(jīng)濟、再制造等應用現(xiàn)狀進行調(diào)研分析和相關理論研究的基礎上,重點對以下方面進行研究: (1)進行綠色制造相關背景分析、理論綜述,創(chuàng)新提出綠色制造管理、綠色制造管理體系的概念與內(nèi)涵,為建立綠色制造管理體系搭建平臺,指明方向; (2)在理論平臺和現(xiàn)狀分析的基礎上,針對目前企業(yè)綠色制造管理薄弱和管理體系認證、清潔生產(chǎn)等管理模式應用與管理整合中存在的亟待解決問題,以ISO14001、ISO9001標準為框架和主要內(nèi)容,借鑒管理體系標準和認證經(jīng)驗,融入OHSAS18001、ISO50001、清潔生產(chǎn)、循環(huán)經(jīng)濟、再制造等模式,對綠色制造管理體系的設計原則、內(nèi)容框架、關鍵要素及其關注點等進行設計,建設標準化整合型機械產(chǎn)品綠色制造管理體系,以幫助企業(yè)解決多元化管理整合的困難,實現(xiàn)節(jié)能降耗減污增效等綠色制造的目標; (3)在綠色制造管理體系設計建設的基礎上,設計綠色制造管理體系績效評價指標體系框架及相關內(nèi)容,為企業(yè)評價綠色制造績效提供幫助; (4)對設計建設的綠色制造管理體系進行初步應用,以驗證合理性、可靠性及實際效果。
[Abstract]:With the increasing contradiction between environment, resources and social development, green manufacturing has gradually formed a global consensus. As a pillar industry of the national economy, the mechanical manufacturing industry is not only a large consumer of energy and resources, but also an important source of environmental pollutants. The green manufacturing situation and task are more urgent and arduous. The solution to this contradiction should include technical means and management means, both of which are indispensable. The effective implementation of technical means must depend on the effective operation of the management system. At present, experts, scholars and enterprises at home and abroad have carried out a large number of fruitful research and practice around green manufacturing technology, and achieved remarkable results. The research of green manufacturing management system and operation mode is relatively weak, and the development of management means lags behind, especially the integration and integration of green manufacturing and environmental management system, quality management system, cleaner production, circular economy, etc. More obvious insufficient, cause green manufacturing management is not systematic, management efficiency is low. In order to help enterprises integrate green manufacturing management and establish green manufacturing management system, this paper has passed the certification of quality and environment management system of mechanical enterprises, green manufacturing, cleaner production, circular economy, etc. On the basis of investigation and analysis of the current situation of remanufacturing and related theoretical research, the following aspects are emphatically studied:. 1) analyzing the relevant background of green manufacturing, summarizing the theory, innovating the concept and connotation of green manufacturing management and green manufacturing management system, and pointing out the direction for the establishment of green manufacturing management system. 2) on the basis of theoretical platform and current situation analysis, aiming at the problems existing in the application and management integration of green manufacturing management, certification of management system, cleaner production and so on, the problems to be solved urgently need to be solved. Taking ISO14001and ISO9001 as the frame and main content, drawing lessons from management system standard and certification experience, integrating OHSAS18001ISO 50001, cleaner production, recycling economy, remanufacturing and so on, the design principle and content frame of green manufacturing management system are introduced. The key elements and their concerns are designed, and the green manufacturing management system of standardized integrated mechanical products is built to help enterprises solve the difficulties of diversified management integration and achieve the goal of green manufacturing, such as energy saving, reducing consumption, reducing pollution and increasing efficiency. 3) based on the design and construction of green manufacturing management system, the performance evaluation index system framework of green manufacturing management system and its related contents are designed to help enterprises evaluate green manufacturing performance; In order to verify the rationality, reliability and practical effect, the design and construction of green manufacturing management system is preliminarily applied.
