【摘要】：環(huán)保裝備制造業(yè)是適應(yīng)環(huán)境保護的需求而興起的新興產(chǎn)業(yè),是環(huán)境保護的裝備基礎(chǔ)和技術(shù)保障,是推動環(huán)保產(chǎn)業(yè)發(fā)展的途徑。國家“十一五”規(guī)劃以及剛剛實施的“十二五”規(guī)劃建議中明確提出節(jié)能減排的約束性目標。陜西是我國的老工業(yè)基地之一,裝備制造業(yè)是其傳統(tǒng)產(chǎn)業(yè),但是隨著經(jīng)濟的發(fā)展,老工業(yè)基地的活力開始下降。轉(zhuǎn)變經(jīng)濟增長方式,調(diào)整產(chǎn)業(yè)結(jié)構(gòu)迫在眉睫,陜西省能否抓住新一輪新興產(chǎn)業(yè)發(fā)展的機遇,大力發(fā)展環(huán)保裝備制造業(yè)無疑是一項重要的實踐課題。 陜西省的環(huán)保產(chǎn)業(yè)經(jīng)過幾十年的發(fā)展已經(jīng)走過了盲目、粗放型發(fā)展階段,形成了領(lǐng)域廣泛、門類基本齊全、具有一定經(jīng)濟規(guī)模、跨行業(yè)、多種經(jīng)濟形式并存的綜合性產(chǎn)業(yè)。但是企業(yè)規(guī)模較小、知名度不高、產(chǎn)業(yè)市場不規(guī)范、研發(fā)資金不足、企業(yè)自主創(chuàng)新能力不強、產(chǎn)業(yè)結(jié)構(gòu)發(fā)展不平衡等因素制約了陜西環(huán)保裝備制造業(yè)的發(fā)展。 本文首先對環(huán)保裝備制造業(yè)的基本概念及其發(fā)展的歷史背景進行介紹。進而對國內(nèi)外環(huán)保裝備制造業(yè)的發(fā)展及今后的發(fā)展趨勢進行了分析,并比較了我國與發(fā)達國家之間的差距,并指出我國今后的發(fā)展方向。其次,對陜西省環(huán)保裝備制造業(yè)的基本概況進行了分析,并分析了其發(fā)展特征。通過與國內(nèi)主要省市的比較,了解陜西環(huán)保裝備制造業(yè)在全國所處的地位。再次,應(yīng)用顯示性比較優(yōu)勢指標分析法及波特的鉆石、五力模型分析陜西省環(huán)保裝備制造業(yè)的競爭力,指出陜西省環(huán)保裝備制造業(yè)發(fā)展中存在的問題,并分析陜西環(huán)保裝備制造業(yè)在今后的發(fā)展重點及如何發(fā)展自己的優(yōu)勢行業(yè)。最后,通過上述分析指出了陜西環(huán)保裝備制造業(yè)發(fā)展的戰(zhàn)略取向及重要戰(zhàn)略任務(wù),并提出戰(zhàn)略措施及政策建議。
[Abstract]:Environmental protection equipment manufacturing industry is a new industry rising to meet the needs of environmental protection. It is the equipment foundation and technical guarantee of environmental protection. It is a way to promote the development of environmental protection industry. The national "11th Five-Year Plan" and the "12th Five-Year Plan" which has just been implemented, clearly put forward the binding target of energy saving and emission reduction. Shaanxi is one of the old industrial bases in China. Equipment manufacturing industry is its traditional industry, but with the economic development, the vitality of the old industrial base began to decline. It is urgent to change the mode of economic growth and adjust the industrial structure. Whether Shaanxi Province can seize the opportunity of a new round of new industrial development and vigorously develop the environmental protection equipment manufacturing industry is undoubtedly an important practical subject. After decades of development, the environmental protection industry in Shaanxi Province has gone through a blind, extensive stage of development, forming a wide range of fields, basic categories, with a certain economic scale, cross-industry. A variety of economic forms coexist in a comprehensive industry. But the scale of enterprises is small, visibility is not high, the industrial market is not standardized, R & D funds are not enough, the ability of independent innovation of enterprises is not strong. The unbalanced development of industrial structure restricts the development of Shaanxi environmental protection equipment manufacturing industry. This paper first introduces the basic concept and historical background of the environmental protection equipment manufacturing industry, and then analyzes the development and future development trend of the environmental protection equipment manufacturing industry at home and abroad. And compared the gap between China and developed countries, and pointed out the future development direction of China. Secondly, the basic situation of Shaanxi Province environmental protection equipment manufacturing industry is analyzed. And analyzed its development characteristics. Through the comparison with the main domestic provinces and cities to understand the status of Shaanxi environmental protection equipment manufacturing industry in the country. Thirdly, the use of indicators of comparative advantage analysis and Porter's diamond. The five-force model analyzes the competitiveness of Shaanxi's environmental equipment manufacturing industry and points out the problems existing in the development of Shaanxi's environmental equipment manufacturing industry. Finally, through the above analysis, it points out the strategic orientation and important strategic task of the development of Shaanxi environmental equipment manufacturing industry. And put forward strategic measures and policy recommendations.
