【摘要】：裝備制造業(yè)是一個國家國民經(jīng)濟的核心產(chǎn)業(yè),是對國家安全和綜合國力有重大影響的戰(zhàn)略性產(chǎn)業(yè)。遼寧省是我國的重工業(yè)基地之一,幾十年來,遼寧省裝備制造業(yè)獲得了長足的發(fā)展,為國家經(jīng)濟發(fā)展和國防建設(shè)做出了重大貢獻,獲得了“共和國的裝備部”的美譽。但是,遼寧省的裝備制造業(yè)在發(fā)展中還存在很多問題,與發(fā)達省份的差距越大來越大。在裝備制造業(yè)由發(fā)達國家向發(fā)展中國家轉(zhuǎn)移、國家提出振興東北老工業(yè)基地和支持高端裝備制造業(yè)發(fā)展的背景下,提升遼寧省裝備制造業(yè)競爭力變得越來越緊迫。 本文首先闡明裝備制造業(yè)的定義及行業(yè)分類,再列舉出國內(nèi)外學(xué)者關(guān)于產(chǎn)業(yè)競爭力及裝備制造業(yè)競爭力的研究綜述。其次利用“鉆石模型”列舉出遼寧省裝備制造業(yè)競爭力的影響因素,根據(jù)裝備制造業(yè)的行業(yè)特點,將影響競爭力的因素分為兩個方面:產(chǎn)業(yè)內(nèi)部影響因素包括生產(chǎn)條件和市場結(jié)構(gòu);產(chǎn)業(yè)外部影響因素包括需求條件和政府,將相關(guān)支持性產(chǎn)業(yè)和機遇列入其他因素。然后根據(jù)產(chǎn)業(yè)內(nèi)部和外部的因素設(shè)計一個評價指標體系,利用因子分析法進行沿海十個省市裝備制造業(yè)之間競爭力的實證研究,列入其他因素的兩個因素難以量化,只做定性分析,不做定量評價。最后,文章從企業(yè)和政府兩個方向?qū)|寧省裝備制造業(yè)競爭力的提升提出自己的對策與建議。企業(yè)方面的建議主要是:發(fā)展行業(yè)協(xié)會,協(xié)調(diào)行業(yè)企業(yè)的競爭與合作行為;自主研發(fā)與技術(shù)并購結(jié)合,提高自主創(chuàng)新能力;與高校聯(lián)合,培養(yǎng)企業(yè)所需的專職人才;進行股權(quán)改革,引進外部投資者與資金,實現(xiàn)投資主體及資金來源渠道的多元化;堅持“走出去”,抓住新興市場的機遇。政府方面的建議主要是:完善國產(chǎn)首臺(套)裝備的鼓勵政策與風(fēng)險補償機制;為裝備制造業(yè)的發(fā)展提供財政支出和稅收方面的支持;改善投資環(huán)境,吸引外資;推進裝備制造業(yè)的集群發(fā)展,構(gòu)建集聚優(yōu)勢。
[Abstract]:The equipment manufacturing industry is a core industry of the national economy, is a strategic industry that has a significant impact on national security and comprehensive national strength. Liaoning province is one of the important industrial base of our country, for decades, the equipment manufacturing industry in Liaoning province has achieved great development, make a great contribution to national economic development and national defense construction and won the "Equipment Department of the Republic" in the world. However, the equipment manufacturing industry in Liaoning Province, there are still many problems in the development, with the developed provinces is a growing gap in transfer from developed countries to developing countries the equipment manufacturing industry, the country put forward the development of the revitalization of northeast old industrial base and support the high-end equipment manufacturing industry under the background of ascension becomes more and more urgent to the competitiveness of the manufacturing industry in Liaoning province equipment.
This paper first clarifies the definition and classification of industries of equipment manufacturing industry, then the list of scholars both at home and abroad on industry competitiveness and the competitiveness of equipment manufacturing industry research. By using the "Diamond Model" lists the factors affecting the competitiveness of equipment manufacturing industry in Liaoning Province, according to the characteristics of equipment manufacturing industry, will affect the competitiveness of the factors are divided into two: the internal influence factors of industry including the production conditions and market structure; the external influence factors of industry including demand conditions and government related supporting industries and opportunities in other factors. Then design an evaluation index system according to the internal and external factors of industry, an empirical study on Competitiveness between using factor analysis in ten provinces and equipment manufacturing the other two factors are difficult to quantify, only qualitative analysis, not quantitative evaluation. Finally, the article from the enterprises Countermeasures and suggestions are put forward their own industry and government in two directions to enhance the competitiveness of the equipment manufacturing industry in Liaoning province. The proposals for business are: the development of the industry association, the competition and cooperation and coordination of industries and enterprises; combine the independent research and technology acquisition, improve the ability of independent innovation; jointly with universities, enterprises need professional training talent; equity reform, the introduction of outside investors and funds to achieve diversification of investment and financing channels; adhere to the "going out", seize emerging market opportunities. The suggestions are: improve the first domestic equipment (sets) the encouragement policy and risk compensation mechanism; provide financial expenditure and tax. Support for the development of equipment manufacturing industry; improve the investment environment, attract foreign investment; promote the development of equipment manufacturing industry cluster, constructing agglomeration advantages.
