【摘要】：天津市財政地稅信息化發(fā)展正逐步由信息資源建設階段向信息資源運用階段演進,支持持續(xù)提升信息系統(tǒng)整體效能的各個組成部分,如信息安全、整合、開發(fā)、配置和管理等。隨著數(shù)據(jù)的集中,為業(yè)務應用系統(tǒng)的運行搭建了統(tǒng)一的數(shù)據(jù)平臺,從而減少了對數(shù)據(jù)維護的成本,提高了數(shù)據(jù)管理的效率,使業(yè)務得到了集中,技術風險的可控性提高,但風險的集中也隨之而來。建設財稅數(shù)據(jù)中心,是信息化發(fā)展戰(zhàn)略和總體規(guī)劃的重要組成部分,是規(guī)避信息系統(tǒng)風險的重要手段和確保信息系統(tǒng)安全可靠運行的重要保障,也是推進財稅信息化科學發(fā)展的重要舉措。財稅數(shù)據(jù)中心的建設任務十分緊迫,具有十分重要的現(xiàn)實意義。 本文在對項目管理的理論與方法進行研究的基礎上,對項目管理的前沿學術進行了探討。針對財稅數(shù)據(jù)中心建設與實施的全過程,對項目的背景、必要性進行詳細的分析,著重介紹了項目建設的內容及方式,從項目進度、質量、人力資源、采購、和風險方面進行研究,并對此項目的建設效益進行分析。
[Abstract]:The information development of financial local tax in Tianjin is gradually evolving from the stage of information resource construction to the stage of information resource utilization, which supports the continuous improvement of all components of the overall efficiency of information system, such as information security, integration, development, configuration and management. With the centralization of data, a unified data platform is built for the operation of business application system, which reduces the cost of data maintenance, improves the efficiency of data management, makes the business centralized, and improves the controllability of technical risk. But the concentration of risk also followed. The construction of financial and tax data center is an important part of information development strategy and overall planning, an important means to avoid the risk of information system and an important guarantee to ensure the safe and reliable operation of information system. It is also an important measure to promote the development of finance and taxation information science. The construction task of fiscal and taxation data center is very urgent and has very important practical significance. On the basis of the research on the theory and method of project management, this paper probes into the frontier academic of project management. In view of the whole process of the construction and implementation of fiscal and taxation data center, the background and necessity of the project are analyzed in detail, and the contents and methods of the project construction are emphatically introduced, including project progress, quality, human resources, procurement, etc. And the risk aspect carries on the research, and carries on the analysis to this project construction benefit.
