摘要:以江蘇沿海40家化工園區(qū)為例,綜合考慮化工園區(qū)評價單元與環(huán)境風(fēng)險區(qū)域性、系統(tǒng)性和行業(yè)性特征,構(gòu)建了包括風(fēng)險源、控制機制、風(fēng)險受體3項一級指標(biāo)、9項二級指標(biāo)的環(huán)境風(fēng)險分級綜合模型,提出以指標(biāo)貢獻(xiàn)率作為優(yōu)先管理策略的半定量篩選依據(jù).結(jié)果表明,研究區(qū)域內(nèi)共有江蘇響水陳家港化工集中區(qū)、江蘇連云港化工產(chǎn)業(yè)園區(qū)、如皋精細(xì)化學(xué)工業(yè)園等7個高風(fēng)險園區(qū),其風(fēng)險產(chǎn)生與園區(qū)產(chǎn)業(yè)結(jié)構(gòu)、園區(qū)地理布局緊密相關(guān).根據(jù)指標(biāo)貢獻(xiàn)度將7個高風(fēng)險化工園區(qū)劃分為兩類化工園區(qū):一類是以受體敏感性為主控風(fēng)險因素的化工園區(qū);一類以風(fēng)險源以及風(fēng)險控制為主控因素的化工園區(qū).針對這兩類化工園區(qū),分別從環(huán)境監(jiān)管、提高清潔生產(chǎn)水平、化工企業(yè)數(shù)量總量控制、污水處理廠及配套管網(wǎng)建設(shè)等方面提出優(yōu)先管理策略.

Environmental risk rankings and prior management strategies on chemical industry parks in the coastal area of Jiangsu Province. Abstract:Acomprehensive environment risk ranking model was established including 3 first-grade indicators (including risk source indicator, risk controlling indicator and risk receptor indicator) and 9 second-grade indicators. The characteristics of region, system and industry for environmental risks as well as features of industrial parks were simultaneously considered, and a semi-quantitative screening approach based on indicators’ contribution was applied to prior management strategy in a case study of 40 industrial parks in the coast area of Jiangsu Province. 7 chemical industrial parks (including Chenjiagang Chemical Industry Park of Xiangshui, Chemical Industry Park of Lianyungang, Rugao Fine Chemical Industry Park, etc.) were ranked higher in environmental risk assessment, which were closely related to their industrial structures and geographical distributions. The 7 high risk industrial parks were categorized into two groups by the characteristics of indicators’ contributions. One group was risk receptor dominated, and the other was risk sources and risk control dominated chemical industrial parks. Finally, different priority management strategies were proposed to these two groups.

得到有效控制不同,環(huán)境風(fēng)險涉及的污染物多、
介質(zhì)復(fù)雜、受體廣泛.隨著經(jīng)濟社會的高速發(fā)展
和轉(zhuǎn)軌階段的來臨這種風(fēng)險將愈加突出[3].“防范
風(fēng)險”已被納入到國家環(huán)境保護(hù)“十二五”規(guī)劃體
系之中[4].
