隨著十八世紀開始的工業(yè)化進程的發(fā)展,以及由于人民生活條件逐步得到改善而導(dǎo)致的人口激增,大規(guī)模和不斷發(fā)展的城市化以其固有的城鎮(zhèn)基礎(chǔ)設(shè)施的建設(shè)活動使環(huán)境變得不堪重負。必須指出的是,其中一些人類活動導(dǎo)致了所謂新興文明的出現(xiàn),也可以稱之為消費社會,這些文明的產(chǎn)生與固體廢棄物的大規(guī)模生產(chǎn)及其沉積在不合適的地方息息相關(guān)。近年來出現(xiàn)的由若干捐助者造成的一個主要環(huán)境問題,便是缺乏建造垃圾場的空間以及建造和維護管理固體廢棄物的基礎(chǔ)設(shè)施的費用日益增加。因此,有關(guān)固體廢棄物的問題,尤其是城市廢棄物,幾十年來一直受到國家和國際社會的討論,特別是在莫桑比克等發(fā)展中國家。因為這是我國面臨的最大挑戰(zhàn)之一,也是由于生產(chǎn)過剩和固體廢棄物的最終處理方式,使其于某種程度上在社會、經(jīng)濟和環(huán)境等領(lǐng)域都備受關(guān)注。因此,由于固體廢棄物的產(chǎn)生往往與人們的生活方式、人口增長與消費模式成正相關(guān),規(guī)劃不足的地區(qū)將會擴大。本課題是基于在馬普托市議會中收集到的數(shù)據(jù)、參考管理城市固體廢棄物的文獻綜述以及對這一進程的不同參與者進行結(jié)構(gòu)化訪談和專家咨詢而擬訂的（政府機關(guān)、非政府組織,以及研究人員進行了實地研究,這關(guān)系到研究的后續(xù)事件）。回首過去十年...
