【摘要】：咸海危機(jī)是絲綢之路經(jīng)濟(jì)帶建設(shè)在中亞遇到的最為突出的環(huán)境問題,而釀成此危機(jī)的主導(dǎo)因素起始于20世紀(jì)中期對(duì)咸海流域耕地資源的粗放式開發(fā)。作為咸海主要水源的阿姆河上游幾乎全程在塔吉克斯坦境內(nèi),塔吉克斯坦水資源的開發(fā)利用牽動(dòng)著整個(gè)咸海流域。筆者提出,在“共建絲綢之路經(jīng)濟(jì)帶”的總體框架下導(dǎo)向性開拓綠色能源,發(fā)展小水電和無壩水電站,規(guī)模化實(shí)施中亞農(nóng)業(yè)現(xiàn)代化,通過高效節(jié)水農(nóng)業(yè),實(shí)現(xiàn)“退水歸�！�,修復(fù)生態(tài)環(huán)境,實(shí)現(xiàn)農(nóng)業(yè)生產(chǎn)與咸海治理并舉,農(nóng)業(yè)豐收與咸海流域生態(tài)環(huán)境改觀兼得。綠色的生態(tài)環(huán)境和穩(wěn)定的社會(huì)環(huán)境將支持綠色絲綢之路經(jīng)濟(jì)帶的可持續(xù)發(fā)展。
[Abstract]:The Aral Sea crisis is the most prominent environmental problem encountered in the construction of the Silk Road Economic Belt in Central Asia, and the leading factor of the crisis began with the extensive development of cultivated land resources in the Aral Sea Basin in the middle of the 20th century. As the main water source of the Aral Sea, the upper reaches of the Amu River is almost entirely in Tajikistan. The development and utilization of water resources in Tajikistan affects the whole Aral Sea basin. The author puts forward that under the overall framework of "jointly building the Silk Road Economic Belt", we should develop green energy, develop small hydropower and dam-free hydropower stations, implement agricultural modernization in Central Asia on a large scale, realize "returning water to the sea" through efficient water-saving agriculture, restore the ecological environment, realize the simultaneous development of agricultural production and the management of the Aral Sea, and achieve both agricultural harvest and ecological environment improvement in the Aral Sea Basin. Green ecological environment and stable social environment will support the sustainable development of green Silk Road economic belt.
