【摘要】：在京津冀大氣污染治理的過程中,如何通過完善信息溝通機(jī)制來推進(jìn)多元主體的協(xié)同治理進(jìn)程,是擺在區(qū)域政府面前的一項迫切任務(wù)。信息溝通機(jī)制的完善在實踐中遇到多種障礙因素,借鑒開放系統(tǒng)理論的研究視角,多元主體信息溝通機(jī)制的完善可以從政府間、政府與公眾的關(guān)系兩個方面加以推進(jìn)。政府間信息溝通機(jī)制的完善有賴于健全的信息溝通制度規(guī)范體系、網(wǎng)絡(luò)型的信息溝通體制、完善的責(zé)任機(jī)制和有效的激勵機(jī)制;而政府與公眾之間信息溝通機(jī)制的順暢,則取決于信息溝通主體溝通能力的提升、暢通的多中心信息傳播渠道、完善的規(guī)則體系和監(jiān)管體系等。
[Abstract]:In the process of air pollution control in Beijing, Tianjin and Hebei, how to promote the process of cooperative control of multiple subjects by perfecting the information communication mechanism is an urgent task for the regional government. There are many obstacles to the improvement of information communication mechanism in practice. From the perspective of open system theory, the improvement of information communication mechanism of multiple subjects can be promoted from two aspects: the relationship between government and the public. The perfection of the intergovernmental information communication mechanism depends on the sound information communication system standard system, the network information communication system, the perfect responsibility mechanism and the effective incentive mechanism, while the smooth information communication mechanism between the government and the public depends on the improvement of the communication ability of the information communication subject, the smooth multi-center information dissemination channel, the perfect rule system and the supervision system, and so on.
