【摘要】：隨著經(jīng)濟(jì)發(fā)展和人們生活水平的提高,生活垃圾產(chǎn)生量逐年遞增,已成為影響環(huán)境保護(hù)、城市建設(shè)、社會(huì)文明、生態(tài)文明和可持續(xù)發(fā)展的重要因素,是現(xiàn)代城市面臨的主要問題之一。但從資源的角度看,城市生活垃圾是一種可利用的資源,含有許多可綜合利用的物質(zhì)和能源。若能回收生活垃圾并將其資源化,不僅可減少生活垃圾對(duì)城市環(huán)境的影響,還可為城市的發(fā)展提供資源。向城市生活垃圾要資源、要能源,大力開發(fā)利用城市生活垃圾中的潛在資源,并培育發(fā)展成新興產(chǎn)業(yè),具有廣闊的市場(chǎng)前景,是實(shí)現(xiàn)城市可持續(xù)發(fā)展的重要內(nèi)容之一本文從城市生活垃圾資源化的概念入手,分析了普蘭店市生活垃圾資源化的現(xiàn)狀,包括垃圾處理方式、資源化管理手段、資源化方式等基本情況,客觀分析了普蘭店市生活垃圾資源化存在的問題及成因,在研究分析大量文獻(xiàn)的基礎(chǔ)上,采用文獻(xiàn)研究、調(diào)查研究、數(shù)據(jù)統(tǒng)計(jì)分析和比較分析的研究方法,通過借鑒國(guó)內(nèi)外成功經(jīng)驗(yàn),從生活垃圾資源化改革的原則、目的以及生活垃圾資源化改革的重點(diǎn)內(nèi)容等方面加以論述,提出適合普蘭店市實(shí)際情況的城市生活垃圾資源化改革方案,并從現(xiàn)有的政策、技術(shù)、市場(chǎng)基礎(chǔ)分析、通過試點(diǎn)的方式逐步完善和推廣改革方案以及改革產(chǎn)生的經(jīng)濟(jì)效益等方面對(duì)普蘭店市生活垃圾資源化改革方案進(jìn)行了可行性論證。試圖尋找一條適合普蘭店市的生活垃圾資源化道路,并從政策法規(guī)、產(chǎn)業(yè)化、居民的環(huán)保意識(shí)等方面對(duì)普蘭店市生活垃圾資源化提出建設(shè)性的對(duì)策建議。
[Abstract]:With the development of economy and the improvement of people's living standard, the production of domestic waste is increasing year by year, which has become an important factor affecting environmental protection, urban construction, social civilization, ecological civilization and sustainable development. It is one of the main problems faced by modern cities. However, from the point of view of resources, municipal solid waste (MSW) is a kind of available resources, which contains many comprehensive materials and energy. If domestic waste can be recycled and resourced, it can not only reduce the impact of domestic waste on the urban environment, but also provide resources for the development of the city. Asking for resources from municipal solid waste, energy, vigorously developing and utilizing potential resources in municipal solid waste, and cultivating and developing into emerging industries have broad market prospects. It is one of the important contents to realize the sustainable development of the city. This paper starts with the concept of the resource utilization of municipal solid waste (MSW), and analyzes the present situation of the resource utilization of municipal solid waste (MSW) in Prandan City, including the way of garbage disposal and the means of resource management. Based on the basic situation of resource utilization, this paper objectively analyzes the existing problems and causes of domestic waste resource utilization in Prandan City, and on the basis of studying and analyzing a large number of literature, adopts literature research, investigation and research. Through drawing lessons from the successful experience at home and abroad, the research methods of data statistical analysis and comparative analysis are discussed from the aspects of the principle and purpose of the reform of domestic waste resource utilization and the key contents of the reform of domestic waste resource utilization. This paper puts forward a reform scheme of municipal solid waste resource utilization suitable for the actual situation of Prandan City, and analyzes the existing policy, technology and market basis. Through the pilot way to gradually improve and popularize the reform scheme and the economic benefits of the reform, this paper demonstrates the feasibility of the reform scheme of domestic waste resource utilization in Prandan City. This paper tries to find a suitable road for the utilization of domestic waste resources in Prandan City, and puts forward some constructive countermeasures and suggestions for the utilization of domestic waste resources from the aspects of policies and regulations, industrialization and residents' awareness of environmental protection.
