【摘要】：今天,我們賴以生存的環(huán)境正在被推上懸崖,改變此環(huán)境態(tài)勢(shì)的根本努力,是恢復(fù)環(huán)境自生境功能,為此必進(jìn)行社會(huì)整體動(dòng)員,全面實(shí)施社會(huì)轉(zhuǎn)型:首先應(yīng)確立可持續(xù)生存優(yōu)先的社會(huì)戰(zhàn)略,根除各種形式的壟斷,全面培育市場(chǎng)活力,創(chuàng)新制度和健全社會(huì)功能,在此基礎(chǔ)上以可持續(xù)生存優(yōu)先為導(dǎo)向,開(kāi)發(fā)生境技術(shù),探索生境經(jīng)濟(jì),建設(shè)工業(yè)生境;與此同時(shí)實(shí)施"一限制、三中止",強(qiáng)化大中城市功能發(fā)展和導(dǎo)向發(fā)展,以有限度地建設(shè)城鎮(zhèn)和發(fā)展原始農(nóng)業(yè)的雙重方式來(lái)保護(hù)鄉(xiāng)村。其奠基性努力是以"利用厚生"為準(zhǔn)則,以"開(kāi)源節(jié)流"為要?jiǎng)?wù),創(chuàng)建"小政府",發(fā)展"大社會(huì)",探索以慢節(jié)奏和簡(jiǎn)樸為取向的大眾生活方式。
[Abstract]:Today, the environment on which we depend for our survival is being pushed to the cliff. The fundamental effort to change this environmental situation is to restore the function of environmental self-habitat, for which society as a whole must be mobilized. Implementing social transformation in an all-round way: first of all, we should establish a social strategy of giving priority to sustainable survival, eradicate all forms of monopoly, cultivate market vitality in an all-round way, innovate systems and improve social functions, on the basis of which we should be guided by the priority of sustainable survival. Develop habitat technology, explore habitat economy and build industrial habitat; At the same time, we should implement "one restriction, three suspensions", strengthen the functional development and guide development of large and medium-sized cities, and protect the countryside in the dual way of limited construction of cities and towns and the development of primitive agriculture. Its foundational efforts are based on the principle of "making use of good life", taking "opening up sources and cutting expenditure" as the most important task, creating "small government", developing "big society", and exploring a public lifestyle oriented by slow rhythm and simplicity.
