【摘要】：黨的十八大報告將生態(tài)文明建設(shè)提升到“五位一體”的發(fā)展戰(zhàn)略層面,而農(nóng)村實現(xiàn)生態(tài)文明建設(shè)則是整個生態(tài)文明建設(shè)不可或缺的組成部分,也是實現(xiàn)美麗中國的基本要求。我國作為農(nóng)業(yè)大國,農(nóng)村生態(tài)文明建設(shè)不僅影響農(nóng)村人居環(huán)境的質(zhì)量,也關(guān)系著農(nóng)村現(xiàn)代化建設(shè)的發(fā)展進程。全文以馬克思主義生態(tài)文明觀為理論基礎(chǔ),在概括農(nóng)村生態(tài)文明建設(shè)的內(nèi)涵及基本特征的基礎(chǔ)上,以農(nóng)業(yè)大省遼寧省農(nóng)村生態(tài)文明建設(shè)的現(xiàn)狀為切入點,深刻探究當前遼寧省農(nóng)村生態(tài)文明建設(shè)所存在的農(nóng)業(yè)資源過度開發(fā)利用、農(nóng)村生態(tài)環(huán)境破壞嚴重,生態(tài)協(xié)調(diào)發(fā)展意識薄弱、農(nóng)民生態(tài)保護能力不強,生態(tài)保障資金投入不足、生態(tài)環(huán)境保護技術(shù)落后,生態(tài)保護法律法規(guī)缺位、生態(tài)文明管理制度缺乏等問題。相應(yīng)提出進一步加強遼寧省農(nóng)村生態(tài)文明建設(shè),合理利用農(nóng)業(yè)生態(tài)資源、切實保護農(nóng)村生態(tài)環(huán)境,強化農(nóng)民生態(tài)保護意識、引導(dǎo)農(nóng)民參與生態(tài)保護,加大生態(tài)保障資金投入、提高生態(tài)保護能力水平,健全生態(tài)保護法律法規(guī)、加快生態(tài)管理制度建設(shè)等對策。
[Abstract]:The report of the 18th National Congress of the Communist Party of China has promoted the construction of ecological civilization to the strategic level of "five in one", and the realization of ecological civilization in rural areas is an indispensable part of the construction of the whole ecological civilization, and it is also the basic requirement of realizing beautiful China. As a big agricultural country, the construction of rural ecological civilization not only affects the quality of rural human settlements, but also relates to the development of rural modernization. On the basis of Marxist view of ecological civilization, on the basis of summarizing the connotation and basic characteristics of rural ecological civilization construction, the thesis takes the present situation of rural ecological civilization construction in Liaoning Province as the breakthrough point. This paper probes deeply into the excessive exploitation and utilization of agricultural resources existing in the construction of rural ecological civilization in Liaoning Province, the serious destruction of rural ecological environment, the weak consciousness of ecological coordinated development, the weak ecological protection ability of farmers, and the insufficient investment of ecological security funds. The technology of ecological environment protection is backward, the laws and regulations of ecological protection are absent, and the management system of ecological civilization is lacking and so on. Accordingly, it is proposed to further strengthen the construction of rural ecological civilization in Liaoning Province, make rational use of agricultural ecological resources, effectively protect the ecological environment in rural areas, strengthen farmers' awareness of ecological protection, guide farmers to participate in ecological protection, and increase investment in ecological security funds. Improve the level of ecological protection, improve the laws and regulations of ecological protection, speed up the construction of ecological management system and other countermeasures.
