【摘要】：近年來(lái),繼城市的生活垃圾問(wèn)題備受關(guān)注之后,農(nóng)村生活垃圾的處理處置問(wèn)題正逐步擺上更加緊迫的議事日程。在如火如荼推進(jìn)“美麗鄉(xiāng)村”建設(shè)的過(guò)程中,農(nóng)村垃圾治理的問(wèn)題不容忽視。隨著國(guó)際旅游島建設(shè)的全面展開(kāi),海南省農(nóng)村經(jīng)濟(jì)得到快速發(fā)展,受曾經(jīng)的粗放型農(nóng)村經(jīng)濟(jì)發(fā)展模式及傳統(tǒng)生活方式影響,海南省部分農(nóng)村環(huán)境“臟、亂、差”的問(wèn)題突出,尤其是農(nóng)墾地區(qū)農(nóng)村生活垃圾收運(yùn)的管理問(wèn)題逐步凸顯,制約了海南農(nóng)村經(jīng)濟(jì)進(jìn)一步發(fā)展,阻礙了海南國(guó)際旅游島的建設(shè)。因此,探討海南省農(nóng)墾生活垃圾收運(yùn)管理過(guò)程的沖突問(wèn)題就具有十分重要的意義。本文首先闡述了沖突分析的圖模型理論與建模方法,探討了在Nash、GMR、SMR和SEQ均衡下的穩(wěn)定性分析,針對(duì)矩陣形式下的圖模型進(jìn)行優(yōu)化,并將模型應(yīng)用于海南省農(nóng)墾生活垃圾收運(yùn)問(wèn)題。依據(jù)海南省的農(nóng)墾生活垃圾收運(yùn)現(xiàn)狀,確定了地方主管部門(mén)和農(nóng)墾主管部門(mén)這兩方?jīng)_突決策者及其在當(dāng)前局勢(shì)下可能做出的七種策略,建立了基于矩陣形式的海南農(nóng)墾生活垃圾的收運(yùn)沖突圖模型,并在不確定偏好的情況下進(jìn)行了穩(wěn)定性分析。結(jié)果顯示,在本次農(nóng)墾生活垃圾收運(yùn)管理的沖突中,地方政府的主管部門(mén)起主導(dǎo)作用。從不確定偏好穩(wěn)定性分析的綜合結(jié)果來(lái)看,該沖突問(wèn)題的解決方案是地方主管部門(mén)和農(nóng)墾主管部門(mén)都選擇協(xié)作運(yùn)營(yíng),由一方主導(dǎo),在該地建立起適合的農(nóng)墾生活垃圾收運(yùn)體系,統(tǒng)一的進(jìn)行規(guī)劃收運(yùn)、處理設(shè)施建設(shè)。
[Abstract]:In recent years, the treatment and disposal of rural domestic waste has been put on a more urgent agenda after much attention has been paid to the problem of urban domestic waste. In the process of promoting the construction of "beautiful countryside" in full swing, the problem of rural garbage treatment should not be ignored. With the overall development of international tourism island construction, the rural economy of Hainan Province has developed rapidly. Influenced by the once extensive rural economic development mode and traditional way of life, the problem of "dirty, messy and poor" in part of the rural environment in Hainan Province is prominent. In particular, the management of collection and transportation of domestic waste in rural areas is gradually highlighted, which restricts the further development of Hainan rural economy and hinders the construction of Hainan International tourist Island. Therefore, it is of great significance to probe into the conflict in the process of collection and transportation of agricultural reclamation domestic waste in Hainan Province. Firstly, this paper expounds the graph model theory and modeling method of conflict analysis, discusses the stability analysis under the equilibrium of Nash,GMR,SMR and SEQ, and optimizes the graph model in the form of matrix. The model is applied to the collection and transportation of domestic refuse in Hainan province. According to the current situation of collection and transportation of domestic refuse from agricultural reclamation in Hainan Province, the conflict decision-makers of the local authorities and the agricultural reclamation authorities and their possible seven strategies in the current situation are identified. A conflict graph model of collection and transportation of Hainan agricultural reclamation domestic waste was established based on matrix, and the stability analysis was carried out under the condition of uncertain preference. The results show that the local government plays a leading role in the conflict of land reclamation and domestic waste collection and transportation. Judging from the overall results of uncertain preference stability analysis, the solution to the conflict problem is that the local authorities and the reclamation authorities have chosen to co-operate, led by one party, to establish a suitable collection and transportation system for agricultural reclamation and domestic waste in the area.
