【摘要】：環(huán)保產(chǎn)業(yè)的健康發(fā)展對中國宏觀經(jīng)濟(jì)來說至關(guān)重要,已經(jīng)關(guān)系到中國全部民眾的生存環(huán)境安全問題。在環(huán)境問題日益突出的當(dāng)下,環(huán)境產(chǎn)業(yè)承擔(dān)的是整個國家未來發(fā)展的重任。美國環(huán)保產(chǎn)業(yè)起步較早,目前在國際上處于領(lǐng)先水平,多年的發(fā)展積累了豐富的發(fā)展經(jīng)驗,本文比較了中美環(huán)保產(chǎn)業(yè)的不同,研究了美國環(huán)保產(chǎn)業(yè)優(yōu)秀的發(fā)展經(jīng)驗,為解決中國環(huán)保產(chǎn)業(yè)發(fā)展問題尋求答案。本文的研究方法是比較研究法,比較研究法就是對物與物之間和人與人之間的相似性或相異程度的研究與判斷的方法。因為中美環(huán)保產(chǎn)業(yè)之間有著較大的發(fā)展差距,所以本文的比較側(cè)重于發(fā)展經(jīng)驗方法的比較,而不是發(fā)展水平的比較。而美國環(huán)保產(chǎn)業(yè)發(fā)展經(jīng)驗和方法也是正是中國環(huán)保產(chǎn)業(yè)需要借鑒的地方。本文從中美環(huán)保產(chǎn)業(yè)發(fā)展的實際情況出發(fā),以實際數(shù)據(jù)為基準(zhǔn),比較了中美環(huán)保產(chǎn)業(yè)發(fā)展政策,法律法規(guī),發(fā)展模式,產(chǎn)業(yè)結(jié)構(gòu),產(chǎn)業(yè)定義,發(fā)展速度和規(guī)模等方面的不同。中國環(huán)保產(chǎn)業(yè)經(jīng)過幾十年的發(fā)展,取得了很大的發(fā)展成果,但是發(fā)展過程中也出現(xiàn)了很多問題,例如:環(huán)保法律執(zhí)行力不足,環(huán)保責(zé)任不清晰,公眾環(huán)保意識不強(qiáng)等。本文通過比較中美環(huán)保產(chǎn)業(yè)的發(fā)展對中國環(huán)保產(chǎn)業(yè)的發(fā)展提出了對策和建議,希望中國環(huán)保產(chǎn)業(yè)的健康、快速發(fā)展,改善目前較為落后的發(fā)展?fàn)顩r,充分發(fā)揮環(huán)保產(chǎn)業(yè)在國民經(jīng)濟(jì)中的重要地位,帶動中國經(jīng)濟(jì)的增長。
[Abstract]:The healthy development of environmental protection industry is of vital importance to China's macro-economy and has been related to the safety of the living environment of all the people in China. With the increasingly prominent environmental problems, the environmental industry undertakes the important task of the future development of the whole country. The environmental protection industry in the United States started early, and is currently in a leading position in the world. Many years of development have accumulated rich development experience. This paper compares the differences of the environmental protection industry between China and the United States, and studies the excellent development experience of the environmental protection industry in the United States. In order to solve the problem of the development of China's environmental protection industry to seek the answer. The research method of this paper is the method of comparative research. The method of comparative study is the method of studying and judging the similarity or difference between objects and people. Because there is a big gap in the development of environmental protection industry between China and the United States, the comparison in this paper focuses on the comparison of development experience and methods, rather than the comparison of development level. And the American environmental protection industry development experience and the method is also the Chinese environmental protection industry needs to draw lessons from. Based on the actual situation of the development of environmental protection industry in China and the United States, this paper compares the development policies, laws and regulations, development mode, industrial structure, industry definition, development speed and scale of environmental protection industry between China and the United States on the basis of actual data. After decades of development, China's environmental protection industry has made great achievements, but there are also many problems in the process of development, such as: lack of enforcement of environmental protection laws, unclear responsibility for environmental protection, lack of public awareness of environmental protection, and so on. By comparing the development of environmental protection industry between China and the United States, this paper puts forward some countermeasures and suggestions for the development of environmental protection industry in China, hoping that the environmental protection industry in China will develop healthily and rapidly, and improve the relatively backward development condition at present. Give full play to the importance of environmental protection industry in the national economy, driving China's economic growth.
