【摘要】：正排污許可是環(huán)境行政許可之一,是依法規(guī)范排污行為的基礎(chǔ)性環(huán)境管理制度。近期,國(guó)務(wù)院辦公廳印發(fā)了《控制污染物排放許可制實(shí)施方案》,加快構(gòu)建以排污許可制為核心的固定污染源環(huán)境管理制度。以改善環(huán)境質(zhì)量為核心的環(huán)保新常態(tài)下,落實(shí)固定源排污許可需借鑒"服務(wù)型政府"普遍采用的"委托—代理"管理模式,落實(shí)"一證式"固定源管理模式;完善VOCs等重要大氣污染因子固定工業(yè)源管控體系;借鑒國(guó)際經(jīng)驗(yàn)提出應(yīng)建
[Abstract]:Positive emission permit is one of the environmental administrative permits, and it is the basic environmental management system to regulate the pollution discharge behavior in accordance with the law. Recently, the General Office of the State Council issued the implementation Plan of the permit system for controlling Pollutant discharge to speed up the construction of the environmental management system of fixed pollution sources with the system of pollutant discharge permit as the core. Under the new normal of environmental protection with the core of improving environmental quality, the implementation of the fixed source emission permit should draw lessons from the "principal-agent" management model commonly adopted by the "service-oriented government", and implement the "one-proof" fixed-source management mode; Perfect the fixed industrial source control system of VOCs and other important air pollution factors; draw lessons from the international experience and put forward that the construction should be built.
