【摘要】：自2003年國家開展生態(tài)縣試點工作以來,國家、地方相繼出臺了不同級別生態(tài)縣(市、區(qū))建設(shè)指標(biāo)。截止2013年4月,我國國家級生態(tài)縣共有45個,已獲批的省級生態(tài)縣400余個,生態(tài)縣建設(shè)工作進(jìn)展順利。黨的十八大將生態(tài)文明建設(shè)作為貫徹落實科學(xué)發(fā)展觀“五位一體”布局之一,生態(tài)文明建設(shè)上升到前所未有的高度。體現(xiàn)在縣級層面上,依據(jù)生態(tài)文明理論,進(jìn)行生態(tài)縣建設(shè),實現(xiàn)經(jīng)濟(jì)生態(tài)化、政治生態(tài)化、文化生態(tài)化、社會生態(tài)化和科技生態(tài)化為一體的生態(tài)縣建設(shè)目標(biāo),努力打造美麗縣域,已成為縣域經(jīng)濟(jì)與社會發(fā)展的趨勢和新方向。國家級生態(tài)縣建設(shè)實踐中已形成了關(guān)于經(jīng)濟(jì)發(fā)展、生態(tài)環(huán)境保護(hù)和社會進(jìn)步等方面的若干評價指標(biāo),但卻并沒有涵蓋生態(tài)科技與生態(tài)文化的相關(guān)內(nèi)容,評價指標(biāo)體系缺乏完整性和系統(tǒng)性,由此導(dǎo)致生態(tài)縣建設(shè)部分方面缺漏。除此之外,由于具體縣情不同和主客觀條件所限,生態(tài)縣建設(shè)認(rèn)識滯后,動力不足,進(jìn)展緩慢�？偟膩碇v,我國生態(tài)縣建設(shè)仍缺乏完整的理論框架和有效的分析模式,據(jù)此本文:首先,將生態(tài)文明理論與生態(tài)縣建設(shè)有機(jī)結(jié)合起來,強(qiáng)調(diào)生態(tài)文明理論是生態(tài)縣建設(shè)的理論基石,并提出了生態(tài)縣建設(shè)的新要求。其次,從生態(tài)文明的角度出發(fā),認(rèn)為生態(tài)縣建設(shè)過程中面臨由粗放型經(jīng)濟(jì)增長方式向集約型經(jīng)濟(jì)發(fā)展方式轉(zhuǎn)變的瓶頸,面臨片面追求經(jīng)濟(jì)增長速度和經(jīng)濟(jì)總量同縣域環(huán)境容量有限、環(huán)境承載力不足、環(huán)境負(fù)荷過重的突出矛盾,面臨推進(jìn)技術(shù)生態(tài)化、克服技術(shù)異化的難題,面臨組織實施機(jī)構(gòu)、財政保障機(jī)制、考核評價機(jī)制、監(jiān)督機(jī)制欠缺的障礙。資源、環(huán)境、科技、體制,是影響目前我國生態(tài)縣建設(shè)順利推進(jìn)的四大因素。最后,在認(rèn)清目前我國生態(tài)縣建設(shè)現(xiàn)狀和總結(jié)國外生態(tài)縣建設(shè)先進(jìn)經(jīng)驗的基礎(chǔ)上,提出生態(tài)縣建設(shè)應(yīng)當(dāng)進(jìn)行頂層設(shè)計,創(chuàng)新生態(tài)縣建設(shè)體制機(jī)制,完善政府生態(tài)服務(wù)職能,推進(jìn)技術(shù)生態(tài)化,建立技術(shù)支撐體系、經(jīng)濟(jì)核算體系、評價指標(biāo)體系,發(fā)展循環(huán)經(jīng)濟(jì),確立綠色消費觀,建設(shè)綠色生態(tài)型縣域。江蘇省常熟市作為我國首批國家級生態(tài)縣(市),其建設(shè)內(nèi)容涵蓋經(jīng)濟(jì)、政治、科技、文化、社會等各個方面,本文選取該案例進(jìn)行了深入剖析和支撐說明。生態(tài)文明視角下的我國生態(tài)縣建設(shè)研究不僅必要,而且可行。該研究既為目前我國生態(tài)縣建設(shè)提供了有效的理論框架與分析模式,又為今后東中西部地區(qū)生態(tài)縣建設(shè)的具體研究與比較研究奠定了基礎(chǔ)。
[Abstract]:Since the country launched the pilot work of ecological county in 2003, the country and the local government have issued the construction index of different ecologic county (city, district) one after another. Up to April 2013, there are 45 national ecological counties in China, and more than 400 provincial ecological counties have been approved. The construction of ecological counties is progressing smoothly. The 18th National Congress of the Communist Party of China regards the construction of ecological civilization as one of the "five-in-one" layout of carrying out the scientific concept of development, and the construction of ecological civilization has risen to an unprecedented height. At the county level, according to the theory of ecological civilization, ecological county construction aims to realize ecologicalization of economy, politics, culture, society and science and technology. Making great efforts to build a beautiful county has become the trend and new direction of county economy and social development. In the practice of national ecological county construction, several evaluation indexes have been formed on the aspects of economic development, ecological environment protection and social progress, but they have not covered the relevant contents of ecological science and technology and ecological culture. The lack of integrity and systematization of the evaluation index system leads to some gaps in ecological county construction. In addition, due to different county conditions and subjective and objective conditions, ecological county construction lags behind, lack of power, and slow progress. In general, the construction of ecological counties in China still lacks a complete theoretical framework and an effective analysis model. Based on this, this paper: firstly, combine the theory of ecological civilization with the construction of ecological counties organically. The theory of ecological civilization is the theoretical foundation of ecological county construction, and the new requirements of ecological county construction are put forward. Secondly, from the point of view of ecological civilization, the author thinks that in the process of ecological county construction, it is facing the bottleneck of transformation from extensive economic growth mode to intensive economic development mode. Facing the prominent contradiction of one-sided pursuit of economic growth rate and total economic volume with limited environmental capacity, insufficient environmental carrying capacity and excessive environmental load, facing the problems of promoting technology ecologicalization, overcoming technological alienation, and organizing and implementing institutions, The financial guarantee mechanism, the appraisal mechanism, the supervision mechanism lacks the barrier. Resources, environment, science and technology, system, are the four factors that affect the construction of ecological counties in China. Finally, on the basis of recognizing the present situation of ecological county construction in our country and summarizing the advanced experience of foreign ecological county construction, this paper puts forward that ecological county construction should carry out top-level design, innovate the system mechanism of ecological county construction, and perfect the ecological service function of the government. Promote technology ecology, establish technology support system, economic accounting system, evaluation index system, develop circular economy, establish green consumption view, and construct green ecological county area. Changshu City, Jiangsu Province as the first national ecological county (city), its construction content covers economic, political, scientific and technological, cultural, social and other aspects, this paper selected the case for in-depth analysis and support explanation. It is not only necessary but also feasible to study the ecological county construction in China from the perspective of ecological civilization. This study not only provides an effective theoretical framework and analysis model for the construction of ecological counties in China, but also lays a foundation for the concrete research and comparative study on the construction of ecological counties in the eastern, central and western regions in the future.
