【摘要】：在工業(yè)生產(chǎn)過程中會產(chǎn)生一定量的工業(yè)固體廢棄物,如若我們未能將其進(jìn)行科學(xué)合理的處理就會對環(huán)境產(chǎn)生深遠(yuǎn)的不良影響。然而,在那些看似毫無用處的固體廢棄物中卻隱藏了被我們所忽視的用處,如果我們能合理的處理這些資源,那么無論是從社會今后的發(fā)展還是經(jīng)濟(jì)的向前進(jìn)步都會產(chǎn)生一定程度上的促進(jìn)作用。上海是全國范圍內(nèi)科技、經(jīng)濟(jì)等發(fā)展較為先進(jìn)的城市之一,快節(jié)奏的工業(yè)進(jìn)程和城市大規(guī)模建設(shè)造成了如今的上海的固態(tài)廢棄物呈現(xiàn)出具有“量多、成分復(fù)雜、增長迅猛、資源利用率低”的特點(diǎn)的局面,此種情形毫無疑問地增加了上海市固態(tài)廢棄物治理的困難性。本課題主要研究常見的固態(tài)廢棄物,例如爐渣、脫硫石膏等,通過實(shí)地考察、查閱整理分析相關(guān)資料數(shù)據(jù)等方法,來了解上海的工業(yè)固態(tài)廢棄物的排放水平、管理控制措施以及回收再利用的情況等。另外,我們發(fā)現(xiàn)所產(chǎn)生的工業(yè)固體廢棄物基本上是用作建筑材料進(jìn)行綜合利用,從源頭減產(chǎn)及合理利用方面提升改進(jìn)具有一定的意義。為了進(jìn)一步尋求科學(xué)治理工業(yè)固態(tài)廢棄物的方法,我們對國外的工業(yè)固體廢棄物處理進(jìn)行了一定的調(diào)查了解,在調(diào)查中我們發(fā)現(xiàn):在國外,許多發(fā)達(dá)國家通常是從源頭開始,減少不必要的產(chǎn)量,進(jìn)而實(shí)現(xiàn)了工業(yè)固體廢棄物的減出;采取收費(fèi)等多項(xiàng)有力的措施,開展全程監(jiān)控與管理工業(yè)廢棄物,尤其是危險的廢棄物;同時逐步改進(jìn)有關(guān)的法律法規(guī),提升公民意識,完善相關(guān)的管理制度,實(shí)現(xiàn)科學(xué)有效的防治污染的目標(biāo)。通過對上海工業(yè)固體廢棄物狀況的了解,結(jié)合對國內(nèi)外治理固態(tài)廢棄物的研究,認(rèn)為為了營造一個更適合人類生存的環(huán)境,我們不僅要在改進(jìn)有關(guān)法律法規(guī)上下功夫,還要積極提高機(jī)構(gòu)的環(huán)境管理能力,針對個別污染較為嚴(yán)重的企業(yè),應(yīng)加大對其的監(jiān)管力度,進(jìn)而實(shí)現(xiàn)我市的工業(yè)固體廢物的清潔生產(chǎn),還我們一個美好的生活環(huán)境。
[Abstract]:A certain amount of industrial solid waste will be produced in the process of industrial production, if we fail to deal with it scientifically and reasonably, it will have far-reaching adverse effects on the environment. However, what seems to be useless solid waste hides what we ignore, if we can properly dispose of these resources, So whether from the future development of society or economic progress will have a certain degree of promotion. Shanghai is one of the more advanced cities in science and technology and economy in the whole country. The rapid pace of industrial progress and the large-scale construction of the city have resulted in a large amount of solid waste in Shanghai today, which is characterized by "large quantities, complex components, and rapid growth." The situation of low utilization rate of resources undoubtedly increases the difficulty of solid waste treatment in Shanghai. This topic mainly studies the common solid waste, such as slag, desulphurization gypsum, and so on. Through on-the-spot investigation, consulting and analyzing relevant data and other methods, we can understand the discharge level of industrial solid waste in Shanghai. Management and control measures and recycling and so on. In addition, it is found that the industrial solid waste produced is basically used as building materials for comprehensive utilization, and it is of certain significance to improve the production of industrial solid waste from the source reduction and reasonable utilization. In order to further seek scientific methods for the treatment of industrial solid waste, we have carried out a certain investigation and understanding of industrial solid waste treatment abroad. In the investigation, we have found that in many developed countries, it usually starts from the source. The unnecessary output is reduced and the industrial solid waste is reduced. Take many measures, such as charging, to monitor and manage industrial wastes, especially hazardous wastes; At the same time, the related laws and regulations should be improved step by step, the citizen consciousness should be raised, the related management system should be perfected, and the goal of preventing and controlling pollution scientifically and effectively should be realized. Through the understanding of the status of industrial solid waste in Shanghai and the research on the treatment of solid waste at home and abroad, it is believed that in order to create a more suitable environment for human survival, we should not only make efforts to improve the relevant laws and regulations. It is also necessary to actively improve the environmental management ability of the institutions, and to strengthen the supervision and control of individual enterprises with more serious pollution, so as to realize the clean production of industrial solid waste in our city and to give us a good living environment.
