遼寧鋼鐵行業(yè)環(huán)保政策執(zhí)行問題研究

【摘要】：遼寧省是我國傳統(tǒng)的工業(yè)大省,也是老東北工業(yè)基地的主要成員,境內(nèi)的鞍鋼、本鋼、營口中板廠等鋼鐵企業(yè)是老工業(yè)基地的重要組成部分。在“十一五”規(guī)劃中,我國提出了遼寧沿海經(jīng)濟(jì)帶發(fā)展戰(zhàn)略,并要求在“十二五”將遼寧沿海經(jīng)濟(jì)帶初步建成,成為我國沿海地區(qū)新的經(jīng)濟(jì)增長極,遼寧省面臨著建國以來最大的歷史機遇。但在遼寧省發(fā)展過程中,不平衡、不協(xié)調(diào)、不可持續(xù)的問題仍然比較突出,曾經(jīng)在發(fā)達(dá)國家近百年的工業(yè)化發(fā)展過程中分階段出現(xiàn)的環(huán)境問題,正在遼寧省集中出現(xiàn),資源環(huán)境已成為了遼寧經(jīng)濟(jì)社會發(fā)展的瓶頸。在這樣的情況下,想要離開發(fā)展談環(huán)保,顯然是不現(xiàn)實的,也是不可行的；而離開環(huán)保談發(fā)展,則是難以為繼的、不可持續(xù)的。在這種最具發(fā)展前景的關(guān)口下,如何在加速發(fā)展的同時不對環(huán)境造成大的破壞,如何確保走可持續(xù)發(fā)展的道路,成為一個不容忽視的課題。本文共分為五個部分。第一部分,緒論。主要介紹本文的研究背景,研究意義和相關(guān)文獻(xiàn)的綜述。第二部分,主要介紹本文將要涉及到的一些主要概念,和使用到的理論基礎(chǔ)。第三部分,主要介紹遼寧省鋼鐵行業(yè)環(huán)境保護(hù)政策的發(fā)展和執(zhí)行現(xiàn)狀,提出鋼鐵行業(yè)環(huán)保政策執(zhí)行中存在的問題,提出我們要研究解決的主要目標(biāo)。第四部分,國內(nèi)外發(fā)達(dá)國家和地區(qū)鋼鐵行業(yè)環(huán)保政策執(zhí)行的經(jīng)驗借鑒,為我們研究解決對策提供參考依據(jù)。第五部分,完善遼寧鋼鐵行業(yè)環(huán)保政策執(zhí)行的對策和思考。從充分重視鋼鐵行業(yè)環(huán)境保護(hù)政策執(zhí)行；形成具有特色的遼寧鋼鐵行業(yè)環(huán)境保護(hù)政策；強化末端治理,嚴(yán)格源頭控制；推動鋼鐵行業(yè)環(huán)保技術(shù)進(jìn)步；健全監(jiān)督體系,激勵公眾參與,建立社會制衡性環(huán)境治理模式等幾個方面,最終提出確保環(huán)保政策的有效執(zhí)行的方案建議。
[Abstract]:Liaoning Province is the traditional industrial province of our country, and also the main member of the old northeast industrial base. The iron and steel enterprises such as Angang, Bengang and Yingkou medium Plate Plant are important parts of the old industrial base. In the 11th Five-Year Plan, China put forward the development strategy of Liaoning Coastal Economic Belt, and requested that Liaoning Coastal Economic Belt be initially built in the 12th Five-Year Plan to become a new economic growth pole in China's coastal areas. Liaoning Province is facing the biggest historical opportunity since the founding of the people's Republic of China. However, in the process of development in Liaoning Province, the problems of imbalance, uncoordination, and unsustainable are still quite prominent. The environmental problems that have appeared in stages in the process of industrialization development in developed countries for nearly 100 years are appearing centrally in Liaoning Province. The resource environment has become the bottleneck of Liaoning's economic and social development. Under such circumstances, it is obviously unrealistic and not feasible to talk about environmental protection without development, and it is unsustainable and unsustainable to talk about development without environmental protection. How to accelerate the development while not causing great damage to the environment and how to ensure the sustainable development of the road become a problem that can not be ignored. This paper is divided into five parts. The first part, introduction. This paper mainly introduces the research background, research significance and related literature review. The second part mainly introduces some main concepts and theoretical basis of this paper. The third part mainly introduces the development and implementation status of environmental protection policy in iron and steel industry in Liaoning Province, puts forward the problems existing in the implementation of environmental protection policy in iron and steel industry, and puts forward the main goal that we should study and solve. The fourth part, the domestic and foreign developed countries and regions iron and steel industry environmental protection policy implementation experience, provides the reference basis for us to study and solve the countermeasure. The fifth part, consummates the Liaoning iron and steel profession environmental protection policy execution countermeasure and the ponder. From fully paying attention to the implementation of environmental protection policy of iron and steel industry, forming the characteristic environmental protection policy of iron and steel industry in Liaoning Province, strengthening the end management, strictly controlling the source, promoting the progress of environmental protection technology in iron and steel industry; In order to improve the supervision system, encourage the public participation, establish the social balance of environmental governance model and other aspects, finally put forward to ensure the effective implementation of environmental protection policy proposals.
