有色金屬企業(yè)環(huán)境績效評(píng)價(jià)研究

【摘要】:近年來,我國的經(jīng)濟(jì)發(fā)展迅速,但同時(shí)也出現(xiàn)了很多環(huán)境問題,所以我國政府非常重視環(huán)境保護(hù)。有色金屬行業(yè)近年來發(fā)生了多起環(huán)境事故,已經(jīng)成為了環(huán)境污染的重災(zāi)區(qū),引起了社會(huì)各界的普遍關(guān)注。究其原因,主要是因?yàn)檫@些企業(yè)環(huán)境績效存在問題,但是企業(yè)環(huán)境績效評(píng)價(jià)是當(dāng)前環(huán)境領(lǐng)域重要難題,不同國家和機(jī)構(gòu)陸續(xù)出臺(tái)相關(guān)標(biāo)準(zhǔn),但普遍存在可操作性不強(qiáng)的弊端,我國目前也沒有規(guī)范的評(píng)價(jià)標(biāo)準(zhǔn)[1];诖,本文對(duì)有色金屬企業(yè)的環(huán)境績效的評(píng)價(jià)進(jìn)行研究,從有色金屬企業(yè)環(huán)境績效評(píng)價(jià)的背景和意義出發(fā),描述了我國有色金屬企業(yè)進(jìn)行環(huán)境績效評(píng)價(jià)的必要性,然后針對(duì)我國有色金屬企業(yè)生產(chǎn)經(jīng)營的環(huán)境特點(diǎn),構(gòu)建了具有一定獨(dú)特性、全面性、符合我國國情和有色金屬企業(yè)情況的環(huán)境績效評(píng)價(jià)指標(biāo)體系即改進(jìn)PSR模型指標(biāo)體系。然后本文綜合比較各種評(píng)價(jià)方法,采用遺傳神經(jīng)網(wǎng)絡(luò)的方法確定指標(biāo)間的權(quán)重,最后用模糊評(píng)價(jià)的方法確定有色金屬企業(yè)環(huán)境績效的優(yōu)劣情況。最后本文針對(duì)陜西省30家有代表性的有色金屬企業(yè),根據(jù)以上建立的環(huán)境績效評(píng)價(jià)指標(biāo)體系,對(duì)其進(jìn)行數(shù)據(jù)調(diào)研和分析,運(yùn)用遺傳神經(jīng)網(wǎng)絡(luò)的方法確定陜西省有色金屬企業(yè)環(huán)境績效評(píng)價(jià)體系的指標(biāo)間的權(quán)重集,然后選取陜西省一家鉛鋅廠實(shí)證分析,通過實(shí)證結(jié)果的分析,一方面驗(yàn)證這套有色金屬企業(yè)環(huán)境績效評(píng)價(jià)指標(biāo)體系以及評(píng)價(jià)方法的可行性,另一方面指出陜西省有色金屬企業(yè)存在的問題,進(jìn)而為政府制定合理化的環(huán)境評(píng)價(jià)政策和法規(guī)提供依據(jù)。論文分別從理論和實(shí)踐兩個(gè)層面上探討了有色金屬環(huán)境績效評(píng)價(jià)體系,為當(dāng)前我國有色金屬企業(yè)環(huán)境績效評(píng)價(jià)提供理論支撐和實(shí)踐參考。
[Abstract]:In recent years, China's economy has developed rapidly, but at the same time, there are many environmental problems, so our government attaches great importance to environmental protection. In recent years, many environmental accidents have occurred in the nonferrous metal industry, which has become a serious disaster area of environmental pollution, and has caused widespread concern from all walks of life. The main reason is that there are some problems in the environmental performance of these enterprises. However, the evaluation of enterprise environmental performance is an important problem in the field of environment. Different countries and institutions have issued related standards one after another. Our country also does not have the standard appraisal standard at present [1]. Based on this, this paper studies the environmental performance evaluation of non-ferrous metal enterprises. From the background and significance of non-ferrous metal enterprises' environmental performance evaluation, this paper describes the necessity of non-ferrous metal enterprises' environmental performance evaluation. Then according to the environmental characteristics of production and management of non-ferrous metal enterprises in China, an index system of environmental performance evaluation is constructed, which is characterized by certain uniqueness, comprehensiveness and accord with the national conditions of China and non-ferrous metal enterprises, that is, improving the index system of PSR model. Then this paper comprehensively compares various evaluation methods, uses the genetic neural network method to determine the weights between indicators, and finally uses the fuzzy evaluation method to determine the merits and demerits of non-ferrous metal enterprises' environmental performance. Finally, according to the environmental performance evaluation index system established above, this paper investigates and analyzes the data of 30 representative nonferrous metal enterprises in Shaanxi Province. Using the method of genetic neural network to determine the weight set of environmental performance evaluation system of non-ferrous metal enterprises in Shaanxi Province, and then selecting a lead and zinc factory in Shaanxi Province, and analyzing the results of the empirical analysis. On the one hand, it verifies the feasibility of this set of non-ferrous metal enterprises' environmental performance evaluation index system and evaluation method. On the other hand, it points out the problems existing in non-ferrous metal enterprises in Shaanxi Province. Furthermore, it provides the basis for the government to formulate rational environmental assessment policies and regulations. The paper discusses the non-ferrous metal environmental performance evaluation system from the two aspects of theory and practice, which provides theoretical support and practical reference for the current non-ferrous metal enterprises environmental performance evaluation.
