【摘要】：包頭市達(dá)茂聯(lián)合旗(以下簡(jiǎn)稱達(dá)茂旗)作為我國北方重要的生態(tài)防線,對(duì)全國的生態(tài)文明建設(shè)具有十分重要的意義。建國以來在推進(jìn)現(xiàn)代化過程中達(dá)茂人民傳承發(fā)揚(yáng)游牧民族深厚生態(tài)文明底蘊(yùn)的同時(shí),在黨和國家的領(lǐng)導(dǎo)下積極探索生態(tài)環(huán)境保護(hù)對(duì)策并取得了一些可喜可賀的成績(jī),但其生態(tài)環(huán)境問題依然嚴(yán)峻,依然存在著諸多亟待解決的問題。而解決這一難題從根本上講就要堅(jiān)持馬克思生態(tài)觀。因?yàn)?馬克思生態(tài)觀立足于人與自然的和諧統(tǒng)一,不僅具有前瞻性,而且具有科學(xué)性,馬克思生態(tài)觀對(duì)解決達(dá)茂旗目前存在的生態(tài)環(huán)境問題具有重要的理論參考價(jià)值及實(shí)踐指導(dǎo)作用。本文以馬克思生態(tài)觀作為理論支撐,通過對(duì)馬克思生態(tài)觀的解讀,梳理馬克思生態(tài)觀的發(fā)展脈絡(luò)、主要內(nèi)涵及基本特征的基礎(chǔ)上探討其對(duì)達(dá)茂旗生態(tài)文明建設(shè)中的指導(dǎo)意義。同時(shí)結(jié)合馬克思生態(tài)觀的當(dāng)代影響和達(dá)茂旗生態(tài)環(huán)境現(xiàn)狀,將本文的落腳點(diǎn)放在了運(yùn)用馬克思生態(tài)觀解決達(dá)茂旗生態(tài)環(huán)境問題上,即它為達(dá)茂旗生態(tài)文明社會(huì)的構(gòu)建所給與的理論指導(dǎo),將馬克思生態(tài)觀與達(dá)茂旗生態(tài)文明建設(shè)中亟需解決的問題進(jìn)行了很好的對(duì)接,提出了具體的實(shí)踐措施。因此,在這一寫作思路的指導(dǎo)下,本論文具體結(jié)構(gòu)安排如下：第一章是緒論。緒論部分概括說明了在馬克思生態(tài)觀的視角下研究達(dá)茂旗生態(tài)環(huán)境問題的背景、意義、思路、方法、基本構(gòu)架及創(chuàng)新點(diǎn)。第二章論述了馬克思生態(tài)觀的發(fā)展脈絡(luò)、主要內(nèi)容、基本特征及其對(duì)達(dá)茂旗生態(tài)環(huán)境保護(hù)的啟示。第三章首先概述了達(dá)茂旗自然與社會(huì)概況；其次重點(diǎn)介紹了達(dá)茂旗生態(tài)環(huán)境保護(hù)現(xiàn)狀、存在的問題及其成因；最后深入探討了達(dá)茂旗生態(tài)環(huán)境問題的產(chǎn)生根源。第四章在馬克思生態(tài)觀的指導(dǎo)下從生態(tài)經(jīng)濟(jì)、制度、觀念三方面提出了對(duì)達(dá)茂旗生態(tài)環(huán)境保護(hù)的對(duì)策建議。
[Abstract]:Baotou Damao United Banner (hereinafter referred to as Damao Banner), as an important ecological defense line in the north of China, is of great significance to the construction of national ecological civilization. In the course of promoting modernization since the founding of the people's Republic of China, while inheriting and carrying forward the deep ecological civilization of the nomadic people, under the leadership of the Party and the state, the people have actively explored the countermeasures for the protection of the ecological environment and made some gratifying achievements. However, the ecological environment problem is still severe, there are still many problems to be solved. To solve this problem, we must adhere to Marx's ecological view. Because Marx's ecological view is based on the harmonious unity of man and nature, it is not only forward-looking, but also scientific. Marx's ecological view has important theoretical reference value and practical guiding function to solve the ecological environment problems existing in Damao Banner. This paper takes Marx's ecological view as the theoretical support, through the interpretation of Marx's ecological view, combs the development thread, the main connotation and the basic characteristic of Marx's ecological view, and probes into its guiding significance in the construction of ecological civilization of Damao Banner. At the same time, combining with the contemporary influence of Marx's ecological view and the present situation of ecological environment of Damao Banner, this paper puts the foothold of this paper on the application of Marx's ecological view to solve the ecological environment problem of Damao Banner. That is, it gives the theoretical guidance for the construction of the ecological civilization society of Damao Banner, and makes a good connection between Marx's ecological view and the problems that need to be solved in the construction of the ecological civilization of Damao Banner, and puts forward concrete practical measures. Therefore, under the guidance of this writing idea, the specific structure of this paper is arranged as follows: the first chapter is the introduction. The introduction summarizes the background, significance, thought, method, basic framework and innovation of the study on the ecological environment of Damao Banner from the perspective of Marx's ecological view. The second chapter discusses the development of Marx's ecological concept, the main content, the basic characteristics and its ecological environmental protection of Damao Banner. The third chapter summarizes the natural and social situation of Damao Banner at first, then introduces the current situation, existing problems and causes of the ecological environment protection in Damao Banner, and finally probes into the origin of the ecological environmental problems in Damao Banner. The fourth chapter, under the guidance of Marx's ecological view, puts forward countermeasures and suggestions on ecological environment protection of Damao Banner from three aspects: ecological economy, system and concept.
