企業(yè)綠色增長(zhǎng)政策環(huán)境分級(jí)模型構(gòu)建研究
[Abstract]:With the development of economy, green problems such as resources and environment are becoming more and more prominent. In the traditional concept, green and economy have one or the other opposite relationship. The concept of "green growth" aims at re-establishing the relationship between green and growth and exploring the best balance between them. Through the policy to stimulate the enterprise green technology progress, make the production green, can make the growth to the nature influence minimization, also make the environmental protection to the growth the obstacle minimization, is the key point of the green process. Policy characteristics and environmental conditions should be taken into account in the process of choosing policy tools. Through the analysis of the corresponding policy environment factors, the policy environment is classified and the more suitable policy incentives for green growth of enterprises are selected, which can maximize the policy incentive effect. Based on the model of policy environment, the profit is reduced to the core environmental factor of the policy, and the external environmental factor influences the policy function through the core environmental factor. In order to explore the external environmental factors, this paper abstracts the implementation process of green growth policy into a dynamic game of incomplete information from the angle of government incentive and applies the game theory to solve the equilibrium conditions. It provides the theoretical basis for the construction of the policy environment classification model. Through the analysis of game equilibrium conditions, two external environmental factors, namely, green incentive intensity and green technological progress cost, are obtained, which are the key factors of green growth policy environment discussed in this paper. Based on the equilibrium conditions of game and two key policy environment factors, this paper constructs a policy environment classification model. The model changes the policy environment from good to differential to four levels, each level of policy environment corresponding to the combination of policies. In order to ensure the application of the model, this paper designs the application flow of the policy environment classification model, and takes the thermal power industry as an example to test the model, and finally puts forward the policy recommendations.
