【摘要】：城市的快速發(fā)展必然會導(dǎo)致城市生活垃圾的大量產(chǎn)生�？焖僭鲩L的垃圾不僅污染環(huán)境,破壞土地資源,也對城市居民的健康造成巨大的危害。因此,如何處理城市生活垃圾已成為迫切需要解決的問題。在傳統(tǒng)的垃圾處理模式中,政府處在無所不包的位置,雖然這樣有利于統(tǒng)一的監(jiān)督管理,但是也會帶來資金困乏、技術(shù)落后、效率低下等問題,所以現(xiàn)代城市生活垃圾的處理不能僅僅依賴政府的全包模式。為了解決城市生活垃圾處理中的這些問題,垃圾治理的市場化改革成為必然趨勢。而PPP模式(Public-Private Partnership)以將政府的政策支持以及私人部門的資金和技術(shù)優(yōu)勢有效的結(jié)合起來的理念,成為城市生活垃圾處理的很好選擇。但是,PPP模式運(yùn)用于城市生活垃圾處理中也會遇到各種風(fēng)險(xiǎn)因素,因此如何進(jìn)行風(fēng)險(xiǎn)管理就成為我們所關(guān)注的焦點(diǎn)問題。本文首先對PPP模式以及PPP模式下風(fēng)險(xiǎn)的相關(guān)理論進(jìn)行梳理,并對國內(nèi)外PPP模式運(yùn)用于城市生活垃圾處理的現(xiàn)狀進(jìn)行分析,為下面的研究提供知識背景。在此基礎(chǔ)上分析PPP模式在城市生活垃圾處理中的風(fēng)險(xiǎn)主體和風(fēng)險(xiǎn)特征。然后對PPP模式下城市生活垃圾處理的風(fēng)險(xiǎn)因素進(jìn)行初步識別,并通過使用問卷調(diào)查法和因子分析法將關(guān)鍵風(fēng)險(xiǎn)因素進(jìn)行分類和較為系統(tǒng)的分析。最后在遵守PPP模式風(fēng)險(xiǎn)分擔(dān)原則的基礎(chǔ)上,設(shè)計(jì)出關(guān)鍵風(fēng)險(xiǎn)因素的分擔(dān)方案和對應(yīng)的解決措施。
[Abstract]:The rapid development of the city will inevitably lead to a large number of municipal solid waste. The rapid growth of garbage not only pollutes the environment, destroys the land resources, but also does great harm to the health of urban residents. Therefore, how to deal with municipal solid waste has become an urgent problem to be solved. In the traditional waste disposal mode, the government is in an all-inclusive position. Although this is conducive to unified supervision and management, it will also bring about problems such as lack of funds, backward technology, low efficiency, and so on. So modern municipal solid waste disposal can not only rely on the government's all-inclusive model. In order to solve these problems in the treatment of municipal solid waste (MSW), the market-oriented reform of MSW treatment has become an inevitable trend. PPP model (Public-Private Partnership), which combines government policy support and private sector financial and technological advantages, has become a good choice for municipal solid waste disposal. However, the application of PPP model in municipal solid waste disposal will also meet with a variety of risk factors, so how to carry out risk management has become the focus of our concern. This paper firstly combs the related theories of risk in PPP mode and PPP mode, and analyzes the current situation of domestic and foreign PPP model used in municipal solid waste disposal, which provides the knowledge background for the following research. On this basis, the risk subject and risk characteristics of PPP model in municipal solid waste (MSW) treatment are analyzed. Then the risk factors of municipal solid waste (MSW) disposal under PPP mode are identified and the key risk factors are classified and systematically analyzed by questionnaire and factor analysis. Finally, based on the principle of risk sharing in PPP mode, the scheme of sharing key risk factors and corresponding solutions are designed.
