【摘要】：環(huán)境保護投資是解決環(huán)境污染問題的重要一環(huán),環(huán)境污染治理投資效率的提高對改善我國環(huán)境狀況,促進經(jīng)濟社會和資源、環(huán)境的協(xié)調(diào)發(fā)展有著重要的作用。因此,文章通過構(gòu)建DEA-CCR模型,對中國2005~2010年各地區(qū)工業(yè)污染治理投資效率進行DEA視窗分析,研究結(jié)果發(fā)現(xiàn):我國大部分地區(qū)工業(yè)污染治理投資仍然存在著"高投入、低效益"的問題,并且投資效率地區(qū)差異呈擴大趨勢。最后,提出通過加大環(huán)境投資力度、提高環(huán)保技術(shù)水平、構(gòu)建地方政府間生態(tài)橫向轉(zhuǎn)移支付制度等路徑,提高我國環(huán)境保護投資效率,促進區(qū)域經(jīng)濟協(xié)調(diào)發(fā)展。
[Abstract]:Investment in environmental protection is an important part in solving the problem of environmental pollution. The improvement of investment efficiency in environmental pollution control plays an important role in improving the environmental situation, promoting the economic, social and resource development and coordinating the development of the environment. Therefore, by constructing DEA-CCR model, the paper analyzes the investment efficiency of industrial pollution control in China from 2005 to 2010 through DEA window. The results show that there is still a high investment in industrial pollution control in most regions of China. Low efficiency "problem, and investment efficiency regional differences show an expanding trend." Finally, the paper puts forward some ways to improve the efficiency of environmental protection investment and promote the coordinated development of regional economy by increasing the intensity of environmental investment, improving the level of environmental protection technology, and constructing the ecological horizontal transfer payment system among local governments.
