我國燃煤部門履行《關于汞的水俁公約》的對策建議

【摘要】:我國政府已于2016年8月正式批準《關于汞的水俁公約》,大氣汞污染防治是我國履約工作的重中之重,在我國的大氣汞排放源中,燃煤部門的排放量占40%以上,是首要的控制對象,優(yōu)先制定燃煤部門大氣汞排放控制對策具有重要意義。本文分析了我國燃煤部門的履約要求,并從建立并更新燃煤部門大氣汞排放清單、推行最佳可得技術/最佳環(huán)境實踐(BAT/BEP)、實行全國汞減排總量控制、采用濃度控制和脫汞效率控制相結合的排放標準、強化汞污染防治監(jiān)管體系五個方面,提出了我國燃煤部門履行《關于汞的水俁公約》的對策建議,為我國大氣汞污染防治提供技術支持。
[Abstract]:The Minamata Convention on Mercury was formally ratified by my Government in August 2016. The prevention and control of atmospheric mercury pollution is the top priority of our implementation, and the coal-fired sector accounts for more than 40 per cent of our atmospheric mercury emissions. As the primary control object, it is of great significance to give priority to the development of atmospheric mercury emission control measures in coal combustion sector. In this paper, the requirements of China's coal-burning sector are analyzed, and from establishing and updating the inventory of atmospheric mercury emissions in coal-fired sector, promoting the best available techniques / best environmental practices (BAT/BEP), and implementing the national mercury emission reduction total control, Adopting the emission standard combining concentration control and mercury removal efficiency control, and strengthening the mercury pollution control regulatory system, the countermeasures and suggestions for the implementation of the Minamata Convention on Mercury by China's coal burning sector are put forward. To provide technical support for the prevention and control of atmospheric mercury pollution in China.
