【摘要】：我國農(nóng)村國土面積大、人口多,生活垃圾治理問題突出。目前小規(guī)模焚燒在多個省市迅速推廣,是我國局部農(nóng)村地區(qū)最有效的生活垃圾處置方式。本文基于各地實地調(diào)研情況,從經(jīng)濟(jì)發(fā)展水平、交通狀況、環(huán)境容量、地質(zhì)條件等角度剖析農(nóng)村地區(qū)選擇小規(guī)模焚燒的合理性,探討小規(guī)模焚燒的技術(shù)水平及選用條件,并基于監(jiān)管缺失現(xiàn)狀提出科學(xué)監(jiān)管我國農(nóng)村生活垃圾小規(guī)模焚燒的建議,認(rèn)為農(nóng)村垃圾小規(guī)模焚燒必須科學(xué)監(jiān)管,需要在立法、污染物排放標(biāo)準(zhǔn)、焚燒及污染控制技術(shù)指南、技術(shù)規(guī)范、日常監(jiān)管政策等方面開展工作。
[Abstract]:China's rural land has a large area, a large population and a prominent problem in the treatment of domestic waste. At present, small scale incineration is rapidly popularized in many provinces and cities. It is the most effective way of disposal of domestic waste in local rural areas. The village area selects the rationality of small scale incineration, discusses the technical level and selection conditions of small-scale incineration, and puts forward the scientific supervision and supervision of small scale incineration of rural domestic waste based on the lack of supervision and supervision. It is considered that small scale incineration of rural garbage must be scientifically regulated, and it needs legislation, pollutant discharge standards, incineration and pollution control.
