江蘇省生態(tài)紅線區(qū)域生態(tài)安全評(píng)價(jià)研究

【摘要】:生態(tài)紅線是生態(tài)安全的底線,是最為關(guān)鍵的生態(tài)保護(hù)區(qū)域邊界,對(duì)生態(tài)紅線區(qū)域必須實(shí)施最嚴(yán)格保護(hù)。2013年,根據(jù)自然地理特征和生態(tài)保護(hù)需求,江蘇省在全省范圍內(nèi)率先劃定了15類生態(tài)紅線區(qū)域,總面積241.03萬(wàn)公頃,其中,陸域生態(tài)紅線區(qū)域總面積228.39萬(wàn)公頃,占全省國(guó)土面積的22.23%。區(qū)域生態(tài)安全評(píng)價(jià)作為生態(tài)安全研究的主要內(nèi)容之一,對(duì)江蘇省生態(tài)紅線區(qū)域進(jìn)行生態(tài)安全評(píng)價(jià)可以為紅線區(qū)域環(huán)境管理及決策提供科學(xué)的依據(jù)。本文以江蘇省劃定的陸域生態(tài)紅線區(qū)域?yàn)檠芯繉?duì)象,基于PSR模型從壓力、狀態(tài)、響應(yīng)三方面共選取了18個(gè)評(píng)價(jià)指標(biāo)進(jìn)行評(píng)價(jià)指標(biāo)體系的構(gòu)建,利用組合賦權(quán)確定指標(biāo)權(quán)重,結(jié)合GIS和遙感空間分析方法,對(duì)18個(gè)指標(biāo)進(jìn)行加權(quán)疊加分析,再利用綜合指數(shù)法計(jì)算研究區(qū)域生態(tài)安全綜合指數(shù)值,對(duì)生態(tài)紅線區(qū)域生態(tài)安全進(jìn)行定性定量評(píng)價(jià),最后根據(jù)評(píng)價(jià)結(jié)果提出針對(duì)性的管控措施。研究結(jié)論主要有:(1)江蘇省各市生態(tài)紅線區(qū)域生態(tài)安全水平由高到低依次為:常州市、無(wú)錫市、泰州市、鎮(zhèn)江市、淮安市、南京市、蘇州市、揚(yáng)州市、南通市、宿遷市、鹽城市、連云港市和徐州市。各市生態(tài)紅線區(qū)域的生態(tài)安全水平差異顯著,按照評(píng)價(jià)等級(jí)劃分,連云港市和徐州市的生態(tài)紅線區(qū)域的生態(tài)安全水平較低,處于臨界安全狀態(tài);泰州市、鎮(zhèn)江市、淮安市、南京市、蘇州市、揚(yáng)州市、南通市、宿遷市、鹽城市生態(tài)紅線區(qū)域處于較安全狀態(tài);常州市和無(wú)錫市生態(tài)紅線區(qū)域處于安全狀態(tài)。(2)通過(guò)對(duì)壓力、狀態(tài)、響應(yīng)層分析,發(fā)現(xiàn)各市生態(tài)紅線區(qū)域狀態(tài)層得分明顯高于壓力層和響應(yīng)層,可見(jiàn)各市生態(tài)紅線區(qū)域自然狀態(tài)和結(jié)構(gòu)狀態(tài)相對(duì)較好,但是生態(tài)安全還面臨著多方面的壓力,需要采取相應(yīng)的響應(yīng)措施,以提高生態(tài)安全水平。(3)從空間分布來(lái)看,江蘇省生態(tài)紅線區(qū)域的生態(tài)安全水平整體上較好,不存在不安全和很不安全的地區(qū),其中15.14%的紅線區(qū)域的生態(tài)安全水平達(dá)到臨界安全狀態(tài);81.24%的地區(qū)達(dá)到較安全狀態(tài);3.62%的地區(qū)達(dá)到安全狀態(tài)。
[Abstract]:The ecological red line is the bottom line of ecological security. It is the most critical ecological protection area boundary. The most strict protection of the ecological red line area must be implemented for.2013 years. According to the natural geographical features and the ecological protection needs, Jiangsu province took the lead in delimiting 15 types of ecological red line area, with a total area of 2 million 410 thousand and 300 hectares, among which the land area ecological red line The area with a total area of 2 million 283 thousand and 900 hectares, which accounts for the 22.23%. regional ecological security assessment of the land area of the province as one of the main contents of the ecological security research, can provide a scientific basis for the ecological security evaluation of the red line area in Jiangsu province. This paper is based on the land area ecological red line area delimited by Jiangsu province. The domain is the research object. Based on the PSR model, 18 evaluation indexes are selected from three aspects of pressure, state and response to construct the evaluation index system. Using combination empowerment to determine index weight, combined with GIS and remote sensing spatial analysis method, the 18 indexes are weighted superposition analysis, and then the comprehensive index method is used to calculate the study area ecological security comprehensive. The ecological security of the ecological red line area is evaluated qualitatively and quantitatively. Finally, the pertinent control measures are put forward according to the evaluation results. The main conclusions are as follows: (1) the ecological security level in the ecological red line region of Jiangsu province is from high to low in order of Changzhou, Wuxi, Taizhou, Zhenjiang, Huaian, Nanjing and Suzhou. Yangzhou City, Nantong City, Suqian City, Yancheng City, Lianyungang city and Xuzhou city. The ecological security level of the ecological red line areas of each city is significantly different. According to the evaluation grade, the ecological security level of the ecological red line region of Lianyungang city and Xuzhou city is low, in the critical state of safety; Taizhou City, Zhenjiang City, Huaian City, Nanjing City, Suzhou City, Yangzhou, Nantong, Suqian, Yancheng City ecological red line area is in a safer state; Changzhou and Wuxi ecological red line area is in a safe state. (2) through the analysis of pressure, state, response layer, it is found that the state level of the ecological red line in each city is obviously higher than that of the pressure layer and response layer, and it can be seen that the ecological red line area of each city is natural. The state and structure state are relatively good, but the ecological security is still facing many pressures, and the corresponding response measures should be taken to improve the ecological security level. (3) from the spatial distribution, the ecological security level of the ecological red line area of Jiangsu province is better, and there is no unsafe and unsafe areas, of which 15.14% of the red line area is in the red line area. The ecological security level reached a critical safety state, and 81.24% of the areas reached a relatively safe state; 3.62% of the areas reached safety.
