【摘要】：改革開放三十多年以來,在以經(jīng)濟(jì)增長為政策主導(dǎo)的發(fā)展模式下,中國的經(jīng)濟(jì)取得了舉世矚目的成就。而與此同時(shí),經(jīng)濟(jì)的跨越式發(fā)展也讓社會(huì)其它方面為其付出了巨大的代價(jià)。這代價(jià)就包括了以環(huán)境污染、生態(tài)失衡為代表生態(tài)環(huán)境問題。在眾多嚴(yán)重的生態(tài)環(huán)境惡化問題中,以霧霾頻發(fā)為代表的大氣污染近年來成為公眾關(guān)注的焦點(diǎn)。尤其在經(jīng)濟(jì)高度發(fā)達(dá)的長三角地區(qū),多年來環(huán)境污染問題頻發(fā),霧霾污染更是在該區(qū)域多個(gè)城市出現(xiàn)。本文擬以行政協(xié)調(diào)理論作為分析框架,綜合生態(tài)文明理論、區(qū)域生態(tài)合作治理理論、組織間網(wǎng)絡(luò)治理理論和公共物品理論的理論優(yōu)勢(shì),構(gòu)建起行政協(xié)調(diào)——區(qū)域治理——環(huán)境績(jī)效的邏輯框架,對(duì)長三角區(qū)域的霧霾治理的行政組織結(jié)構(gòu)和運(yùn)行進(jìn)行梳理,并在此基礎(chǔ)上總結(jié)長三角區(qū)域霧霾治理的政府層面和非政府困境,并對(duì)困境進(jìn)行分析。同時(shí),本文充分借鑒歐美發(fā)達(dá)國家在工業(yè)化進(jìn)程中大氣污染治理經(jīng)驗(yàn),借助他山之石,以圖對(duì)我國長三角區(qū)域的霧霾治理有所幫助。最后,在理論分析、現(xiàn)實(shí)梳理和成功經(jīng)驗(yàn)借鑒的指導(dǎo)下,本文探討了長三角區(qū)域霧霾治理的路徑,認(rèn)為區(qū)域內(nèi)各級(jí)地方政府的強(qiáng)有力的領(lǐng)導(dǎo)和雄厚的經(jīng)濟(jì)實(shí)力為長三角區(qū)域的霧霾治理提供了有利條件,同時(shí),需要進(jìn)行以政府經(jīng)濟(jì)職能重構(gòu)和市場(chǎng)機(jī)制培育核心的協(xié)同治理制度創(chuàng)新和以機(jī)構(gòu)保障以新型公共合作模式為主要內(nèi)容的基本機(jī)制創(chuàng)新。
[Abstract]:Since the reform and opening up for more than 30 years, China's economy has made remarkable achievements under the development mode of taking economic growth as its policy. At the same time, the leapfrog development of the economy has made the rest of society pay a great price for it. This cost includes environmental pollution, ecological imbalance as the representative of ecological environmental problems. Among the serious environmental degradation problems, air pollution, represented by the frequent occurrence of haze, has become the focus of public attention in recent years. Especially in the highly developed Yangtze River Delta region, environmental pollution problems occur frequently over the years, and haze pollution appears in many cities in this region. This article takes the administrative coordination theory as the analysis frame, synthesizes the ecological civilization theory, the regional ecological cooperation governance theory, the inter-organization network governance theory and the public goods theory superiority. Constructing the logical framework of administrative coordination-regional governance-environmental performance, combing the administrative organization structure and operation of haze governance in Yangtze River Delta region. On this basis, the paper summarizes the government level and non-government dilemma of haze governance in Yangtze River Delta region, and analyzes the dilemma. At the same time, this paper makes full use of the experience of the developed countries of Europe and the United States in the process of air pollution control in the course of industrialization, with the help of the stone of other mountains, in order to help the haze management in the Yangtze River Delta region of China. Finally, under the guidance of theoretical analysis, reality combing and successful experience, this paper discusses the path of haze governance in Yangtze River Delta region. It is believed that the strong leadership and strong economic strength of local governments at all levels in the region provide favorable conditions for the governance of haze in the Yangtze River Delta region, and at the same time, It is necessary to innovate the cooperative governance system with the core of government economic function reconstruction and market mechanism cultivation and the basic mechanism innovation with the new public cooperation mode as the main content.
