【摘要】：不同地區(qū)由于具體條件的不同,環(huán)境庫(kù)茲涅茨曲線(EKC)會(huì)表現(xiàn)出一定的差異性。我們選取中國(guó)29個(gè)省份1995—2014年間的經(jīng)驗(yàn)數(shù)據(jù),實(shí)證檢驗(yàn)了經(jīng)濟(jì)增長(zhǎng)與環(huán)境污染水平之間的關(guān)系。結(jié)果發(fā)現(xiàn),中國(guó)東部、中部、西部地區(qū)的環(huán)境污染水平與經(jīng)濟(jì)發(fā)展水平之間并不存在嚴(yán)格意義上的倒U型關(guān)系,而是呈現(xiàn)出∽型關(guān)系。在EKC曲線部分,東部地區(qū)拐點(diǎn)出現(xiàn)得較晚,但拐點(diǎn)位置較低,EKC曲線較為扁平;中西部地區(qū)拐點(diǎn)出現(xiàn)得較早,但拐點(diǎn)位置較高,EKC曲線較為陡峭。因此,國(guó)家應(yīng)針對(duì)不同地區(qū)的實(shí)際情況,實(shí)行差異化的環(huán)境規(guī)制政策,中西部地區(qū)在發(fā)展過(guò)程中應(yīng)吸取東部地區(qū)的經(jīng)驗(yàn)教訓(xùn),爭(zhēng)取以最小的環(huán)境代價(jià)實(shí)現(xiàn)預(yù)期的經(jīng)濟(jì)目標(biāo),實(shí)現(xiàn)環(huán)境與經(jīng)濟(jì)的雙贏。
[Abstract]:Because of the different conditions in different regions, the environmental Kuznets curve EKC will show some differences. The empirical data of 29 provinces in China from 1995 to 2014 are used to test the relationship between economic growth and environmental pollution. The results show that the relationship between the environmental pollution level and the economic development level in eastern, central and western China is not strictly U-shaped, but is of the "- type" relationship. In the part of EKC curve, the inflection point appears later in the eastern region, but the inflexion position is lower and the EKC curve is flat, and the inflexion point appears earlier in the central and western regions, but the inflection point is higher than the EKC curve. Therefore, according to the actual situation of different regions, the country should implement the differentiated environmental regulation policy, and the central and western regions should absorb the experience and lessons of the eastern region in the process of development, and strive to achieve the expected economic goal with the minimum environmental cost. To achieve a win-win environment and economy.
