【摘要】:我國(guó)化工產(chǎn)業(yè)園區(qū)近幾年來(lái)發(fā)展迅速,為國(guó)家的經(jīng)濟(jì)發(fā)展做出較大貢獻(xiàn),但化工園區(qū)雖然給我國(guó)經(jīng)濟(jì)帶來(lái)了顯著的利益,同時(shí)也帶來(lái)了各種復(fù)雜的環(huán)境問(wèn)題;@區(qū)內(nèi)有數(shù)目眾多的化工企業(yè),并且在化工園區(qū)內(nèi)密集分布,涉及到眾多的生產(chǎn)加工工藝,在復(fù)雜的生產(chǎn)環(huán)節(jié)之中使用種類和數(shù)量都十分巨大的危險(xiǎn)化學(xué)品,因此有必要對(duì)我國(guó)的化工園區(qū)產(chǎn)業(yè)進(jìn)行環(huán)境風(fēng)險(xiǎn)評(píng)價(jià)。本文根據(jù)環(huán)境風(fēng)險(xiǎn)評(píng)價(jià)的原則,實(shí)際考慮了化工園區(qū)所面臨的環(huán)境風(fēng)險(xiǎn)區(qū)域性和復(fù)雜性的特點(diǎn),結(jié)合化工企業(yè)在生產(chǎn)過(guò)程中涉及到的風(fēng)險(xiǎn)源、控制機(jī)制以及企業(yè)管理水平和受體的基礎(chǔ)上,選取危險(xiǎn)化學(xué)品及生產(chǎn)工藝、安全管理措施以及受體敏感性的三維綜合指標(biāo)體系,進(jìn)行化工園區(qū)的綜合環(huán)境風(fēng)險(xiǎn)評(píng)價(jià)研究,具體內(nèi)容如下:(1)對(duì)化工園區(qū)內(nèi)存在的環(huán)境風(fēng)險(xiǎn)源進(jìn)行分析和識(shí)別,選擇層次分析法,對(duì)化學(xué)工業(yè)園區(qū)內(nèi)企業(yè)的風(fēng)險(xiǎn)指數(shù)評(píng)價(jià)模型進(jìn)行構(gòu)建。引入污染物處理情況、環(huán)境應(yīng)急預(yù)案與應(yīng)急管理、安全生產(chǎn)管理、歷史事故、廠區(qū)可能受到自然災(zāi)害影響等指標(biāo),更為綜合的評(píng)定化工企業(yè)環(huán)境風(fēng)險(xiǎn)綜合指數(shù)。(2)使用加權(quán)計(jì)算的風(fēng)險(xiǎn)評(píng)價(jià)方法,得出各化工企業(yè)綜合環(huán)境風(fēng)險(xiǎn)指數(shù)。(3)以松木島化工園區(qū)為例,依據(jù)本文提出的指標(biāo)體系和評(píng)價(jià)方法,將園區(qū)中各企業(yè)的分項(xiàng)指標(biāo)得分和綜合權(quán)重加權(quán)求和,得出每個(gè)企業(yè)的綜合環(huán)境風(fēng)險(xiǎn)指數(shù)并進(jìn)行風(fēng)險(xiǎn)分級(jí)。結(jié)果表明,園區(qū)內(nèi)有很大環(huán)境風(fēng)險(xiǎn)的企業(yè)5家,有較大環(huán)境風(fēng)險(xiǎn)的企業(yè)9家,有一般環(huán)境風(fēng)險(xiǎn)的企業(yè)為8家,分別占比22.7%、40.9%、36.4%。要對(duì)具有最高環(huán)境風(fēng)險(xiǎn)等級(jí)的1號(hào)企業(yè)大化合成氨重點(diǎn)管理,對(duì)具有次級(jí)環(huán)境風(fēng)險(xiǎn)等級(jí)的11號(hào)企業(yè)大連京谷燃化、20號(hào)企業(yè)萬(wàn)方石油化工有限公司加強(qiáng)環(huán)境風(fēng)險(xiǎn)監(jiān)管,對(duì)其余19家企業(yè)進(jìn)行定期的監(jiān)督檢查。本課題的研究為化工園區(qū)的管理者提供了進(jìn)行科學(xué)決策及管理的依據(jù),有助于各級(jí)政府及化工園區(qū)開展安全和環(huán)境規(guī)劃,保障人民群眾的生命財(cái)產(chǎn)安全,保護(hù)環(huán)境資源,促進(jìn)園區(qū)的可持續(xù)發(fā)展。
[Abstract]:The chemical industry park of our country has developed rapidly in recent years and has made great contribution to the country's economic development. However, although the chemical industry park has brought remarkable benefits to our country's economy, it has also brought various complicated environmental problems at the same time. There are a large number of chemical enterprises in the chemical industry park, and they are densely distributed in the chemical industry park, which involves numerous production and processing processes, and uses a large number of dangerous chemicals in complex production links. Therefore, it is necessary to evaluate the environmental risk of chemical industry in China. According to the principle of environmental risk assessment, this paper considers the regional and complex characteristics of environmental risk faced by chemical industry park, and combines the risk sources involved in the production process of chemical enterprises. On the basis of the control mechanism and the management level and receptor of the enterprise, the comprehensive environmental risk assessment system of the chemical industry park is studied by selecting the three dimensional comprehensive index system of dangerous chemicals and production technology, safety management measures and receptor sensitivity. The main contents are as follows: (1) analyzing and identifying the environmental risk sources in the chemical industry park, selecting the analytic hierarchy process (AHP), constructing the risk index evaluation model of the enterprises in the chemical industrial park. The introduction of pollutants treatment, environmental emergency plans and emergency management, production safety management, historical accidents, the factory may be affected by natural disasters and other indicators, More comprehensive assessment of chemical enterprises environmental risk comprehensive index. 2) using weighted calculation of the risk assessment method, get the chemical enterprises comprehensive environmental risk index. 3) take pine wood island chemical industry park as an example. According to the index system and evaluation method proposed in this paper, the sub-index score and the comprehensive weight of each enterprise in the park are weighted together, and the comprehensive environmental risk index of each enterprise is obtained and the risk classification is carried out. The results show that there are 5 enterprises with great environmental risk, 9 enterprises with greater environmental risk and 8 enterprises with general environmental risk in the park, accounting for 22.7% 40.9% and 36.445% respectively. It is necessary to focus on the management of ammonia synthesis in No. 1 enterprise with the highest environmental risk grade, to strengthen the environmental risk supervision and control of the No. 11 enterprise with secondary environmental risk grade, Dalian Jinggu Chemical Company, and the Wanfang Petrochemical Co., Ltd., the 20th enterprise. The remaining 19 enterprises are subject to regular supervision and inspection. The research of this subject provides the scientific decision making and management basis for the managers of the chemical industry park, helps the governments at all levels and the chemical industry park to carry out the safety and environmental planning, ensures the safety of the people's life and property, and protects the environmental resources. To promote the sustainable development of the park.
